A flea market shall be established in Indian Head, and a market master shall be appointed to oversee its orderly operation.

With the formation of a flea market, it shall be necessary for the Town Manager and/or his designee to establish operating rules and bylaws that would address such things as necessary for the proper operation of the market.
The Council shall appoint a market master to enforce the market bylaws, to act as mediator in the settlement of disputes and to ensure that the market operates in a generally businesslike fashion.
