The Planning Board and Zoning Board of the City of Atlantic City are encouraged to require as one of the conditions for development wherein street end improvements are required that said developer submit such plans to the Public Works Committee of the City Council of the City of Atlantic City.
Irrespective of whether or not the Planning Board or Zoning Board of the City of Atlantic City imposes such a condition upon developers required to make street end improvements, all developers required to make street improvements within the public right-of-way may not commence work nor construct such street end improvements without the prior submission of nine copies of any such plans to the City Clerk, who shall forward them to City Council, and obtaining the approval of the City Council in order to implement said street end improvements.
