No person shall place or suffer to be placed any casks, boxes, wood, stone, dirt, lumber or other material whatever in any street or on any sidewalk in said Village so as to block or obstruct the free passage or use thereof, under a penalty of $50 for each and every offense.
No person shall erect any piazza, steps, fence or obstruction of any kind within the line of any street or sidewalk in said Village under a penalty of $50, and $25 for each additional day said obstructions shall remain after notice to remove same from the Mayor or Trustees.
Any tree or trees standing on the line of any street, whether the same stands upon private property or in the street, shall be kept trimmed by the owner of the property on which the tree stands or in front of whose property it stands in the street in such a manner as to prevent the limbs or branches thereof, at all times, from obstructing the sidewalk or street for public use or travel. Any person or persons who shall refuse or neglect to trim any tree or trees so situated for a period of three days after having been ordered to do so by the Trustees shall be liable to a penalty of $50 and a further penalty of $25 for each day thereafter that such tree or trees remain untrimmed.
It shall be unlawful for any person to obstruct or to cover by bridge or plank, stone or other material, any gutter on any street in said Village without first having obtained permission from the Trustees, and when such bridge or cover is laid, it must be laid in such manner, and the drain or passage underneath of such size, as shall be directed by the Trustees or Street Commissioner; and if such drain should at any time become obstructed or if it becomes necessary to clean the gutter, such covering shall, on order of the Trustees, be removed forthwith by the party or parties owning or occupying the adjoining property. Any person or persons violating this section shall be liable to a penalty of $50 and $25 for each day said obstruction shall remain after notice from the Trustees to remove the same.
No person shall dig or remove or cause to be removed without the permission of the Board of Trustees of the Village any stone, earth, sand or gravel from any public place or street in the Village. Any person violating this section shall be liable to a penalty of not less than $25 nor more than $250.
Any person or persons who shall throw any stones or other things at any of the street lamps or who interferes with any of the wires or attachments of any such light or lights shall be liable to a penalty of not less than $25 nor more than $250 for each and every offense.

The Superintendent of Public Works of the Village of Hillburn is hereby authorized to promulgate rules and regulations regarding the collection of garbage, refuse and recyclables, including but not limited to acceptable materials, type of containers, time of placement for collection, penalties for violation of the regulations and suspension or discontinuance of service.
