A. 
The Board of Commissioners shall establish the water rates and billing schedule and may revise them as the Board deems necessary.
B. 
Any bill issued to customers by the district shall be considered delinquent if it has not been paid within 30 days after issue.
C. 
Water service may be turned on or off at the curb or main by the Superintendent or his representative. No other person or persons shall be permitted to turn any water service on or off at the curb or main without his specific permission.
D. 
Service turned on shall be considered to be in use and subject to regular billing rates until turned off in accord with the provisions stated in the preceding regulation. Service may be discontinued by either party for any reason upon 30 days' written notice.
E. 
Service will not be turned on until the Superintendent has arranged for the installation of the meter and has the correct name and address of the customer for billing purposes.
F. 
A service charge may be levied for turning on or off service at the request of the property owner or by the district.
G. 
No outlet from the service line between the main and the meter may exist unless specified, in writing, by the district.
H. 
At the discretion of the Board of Commissioners, water will be supplied for reasonable purposes at no fee or charge. Water shall not be permanently turned on to the premises until all conditions of these rules and regulations have been met to the satisfaction of the Superintendent, the property metered and the district informed as to proper ownership and billing address.
I. 
Water turned on for purposes other than occupancy or construction, such as maintaining a heating system etc., shall be considered as permanent service and subject to existing rate and billing payment schedules.
J. 
Any damage to the corporation valve, service line, curb valve, curb box or water meter installation occurring prior to completion of construction, grading and permanent occupancy shall, at the direction of the Engineer, be repaired, replaced or paid for by the owner or builder before water service to the premises is permanently turned on.
A. 
Service lines from the main to the curb stop shall be three-fourths-inch Type-K copper and shall be buried a minimum of five feet below finished grade. In areas where rock is encountered, the excavation shall be made an additional six inches below the depth of the service, and six inches of clean sand, properly compacted, shall be installed on which the service line shall be placed. Clean sand, properly compacted, shall be used as backfill material around service lines to a height of 12 inches above the top of the service.
B. 
The property owner shall be responsible for repairs to service lines and attached equipment not originally furnished and installed by the district.
C. 
The property owner shall be allowed a maximum of 48 hours to contact for repair or to alter the district of leaks that exist. Failure to do so shall allow the district to make the needed repairs and to bill the owner for the full cost of such service.

D. 
Standard fittings at the water meter shall be a good quality gate valve immediately before the meter and a good quality check valve immediately after the meter.
E. 
No service may be altered or extended beyond the provisions of the original approved application without specific written permission from the Board of Commissioners. Such permission grants the Board the right to adjust the water rate for such altered service.
F. 
The district, through its duly appointed representative, may order the correction of any service faults by ordering that a new tap be made in the regular manner.
A. 
All properties serviced by the district shall be metered, the installation cost of which shall be paid by the customer. The district will supply and maintain all normal-sized water meters. Larger size meters will be furnished by the property owner.
B. 
The district personnel may inspect or adjust any meter at any time it is deemed necessary for maintenance of an accurate measurement of water passing through said meter. Only district personnel may relocate meters, at the request of and at the expense of the customer.
C. 
Meters suspected or known to be leaking or inaccurate shall be reported to the district immediately.
D. 
In the event of a permitted extension of service beyond the scope of the original permit, a second meter may be required by the district, and the cost of the same will be paid by the property owner.
E. 
An outlet for testing purposes shall be installed by the property owner as directed by the district if, in the opinion of the Board of Commissioners, such is required.
F. 
All meters installed shall be well supported and in a location readily accessible for repair or reading. Meters shall not be installed in garages or unheated areas. Indoor meters shall be equipped with remote registers, installed outside of the building.
G. 
The owner's plumber or builder shall install fittings for the water meter connections and shall set the meter itself or a special fitting that may be supplied by the district.
H. 
Tampering with any meter in any way so as to alter its reading and/or accuracy or the damaging of any meter seal may result in the district estimating water bills for the service, and/or criminal prosecution of the customer.
