It has become apparent to the Township Council that many disturbances of the public safety and repose are occurring as a result of persons who are consuming or have consumed alcoholic beverages both in certain public places in the Township and on private property to which they have not been invited. It is the purpose of this article to aid in the elimination of these disturbances. The Township Council already has appropriate legislation restricting this under Chapter 219, Article I, General Littering Regulations, of the Code of the Township of Willingboro.
For purposes of this article, the following terms shall have the meanings indicated:
ALCOHOLIC BEVERAGE
Any fluid or solid capable of being converted into a fluid, suitable for human consumption, and having an alcoholic content of more than 1/2 of 1% by volume, including alcohol, beer, lager beer, ale, porter, naturally fermented wine, treated wine, blended wine, fortified wine, sparkling wine, distilled liquors fit for use for beverage purposes or any mixture of the same.
No person shall consume alcoholic beverages or have in possession any bottle or other container with the top or lid not securely fastened thereon which shall contain alcoholic beverages:
A. 
While in a public park in the Township, such as Mill Creek Park, Crystal Lake Park, Sportsmens Field, Friendship Field, Briodo Park, Van Sciver Field or Baldwin Tot-Lot;
B. 
While in the Municipal Complex, including parking areas surrounding the complex, or at facilities of the Willingboro Municipal Utilities Authority;
C. 
While in a building owned and operated by the Willingboro Township Board of Education (unless consent has been obtained therefor from the Board or its designee and 24 hours' prior notice has been given thereof to the Township Director of Public Safety) or on any lands surrounding such building;[1]

D. 
While on any public street or lane;
E. 
While in a private motor vehicle while the vehicle is in motion or parked in any public street or lane; or
F. 
While upon any private property not such person's own or at which the person does not reside, without prior express permission of the owner or other person in authority to grant such permission.
Any person violating the provisions of this article shall, upon conviction, be a disorderly person and shall be subject to punishment as provided in Chapter 1, Article II, General Penalty.
