The Township Council hereby establishes a paid and part-paid Emergency Medical Services Department and force and provides for the maintenance, regulation and control thereof and, except as otherwise provided by law, appoints such members, officers and personnel as shall be deemed necessary, determines their terms of office, fixes their compensation and prescribes their powers, functions and duties.

The Willingboro Township Emergency Medical Services Department shall:
A. 
Respond to all requests for medical help in a prompt and efficient manner consistent with established standards of care. A primary crew shall be available 24 hours a day, seven days a week;
B. 
Conform to the regulations established in N.J.A.C. 8:40, Mobility Assistance Vehicle and Basic Life Support Ambulance Services;
C. 
Develop and maintain standard operating guidelines;
D. 
Establish and maintain response grids and provide such grids to the Burlington County Central Communications Center as needed;
E. 
Maintain the necessary equipment and supplies needed to perform the functions required in the provision of the emergency medical services;
F. 
Provide ambulance and personnel as requested for local sporting events and other community events, when not interfering with emergency responses;
G. 
Maintain and administer records of personnel training, certifications and patient care pursuant to local, county and state law; and
H. 
Coordinate with any outside agency as may be necessary to successfully perform the duties established herein, including mutual aid agreements and automatic aid agreements.
The Fire Chief shall be the head of the Emergency Medical Services Department and shall report directly to the Director of Public Safety. As head of the EMS Department, the Fire Chief shall be responsible for overseeing the operational, organization and administrative functions of the Emergency Medical Services Department. The Fire Chief appointment, qualifications, powers and duties shall be in accordance with § 3-124, Fire Chief.
The Emergency Medical Services Deputy Chief, under the direction of the Fire Chief, shall supervise emergency medical personnel who are responsible for providing emergency medical treatment to persons who are sick or injured at the scene of accidents, disasters, etc., prior to their arrival to a hospital; does related work as required.
A. 
Appointment. The Emergency Medical Services Deputy Chief shall be appointed by the appointing authority pursuant to the rules and regulations prescribed by the New Jersey State Civil Service Commission.
B. 
Qualifications. The Emergency Medical Services Deputy Chief shall be a citizen of the United States and shall be qualified by education and training, including at least three years of experience as an emergency medical technician (in accordance with N.J.A.C. 8:40A, Emergency Medical Technicians-Basics: Training and Certification) or in the practice of emergency medical care. The Emergency Medical Services Deputy Chief, in accordance with the New Jersey State Civil Service Commission, is also required to possess a current emergency medical technician certification valid in New Jersey and required to posses a current and valid CPR certification (professional level) issued by the American Red Cross or the American Heart Association.
C. 
Residency. The Emergency Medical Services Deputy Chief shall be required to be a resident of the municipality during his/her term of appointment. The Township Manager may, for good cause shown, grant an exemption from the residency requirement.
D. 
Powers and duties. The Emergency Medical Services Deputy Chief shall, pursuant to the polices established by the Township Manager:
(1) 
Ensure efficiency and routine day-to-day operations of the Department and the supervision of all its activities, including the performance of all functions assigned to the Emergency Medical Services Deputy Chief under any collective bargaining agreements applicable to employees with the Emergency Medical Services Department;
(2) 
Administer and enforce rules and regulations and special emergency directives for the disposition and discipline of the Emergency Medical Services Department and its officers and personnel;
(3) 
Have, exercise and discharge the functions, powers and duties of the Emergency Medical Services Department;
(4) 
Prescribe the duties and assignments of all subordinates and other personnel;
(5) 
Delegate any authority that the Fire Chief may deem necessary for the efficient operation of the Department to be exercised under the direction and supervision of the Emergency Medical Services Deputy Chief;
(6) 
Ensure that all persons connected with the Emergency Medical Services Department are properly instructed in their duties and shall give particular attention to the training and instruction of new members thereof;
(7) 
Have control of all records and property of the Emergency Medical Services Department and designate any member of the Emergency Medical Services Department to prepare reports and keep the records in the manner that the Emergency Medical Services Deputy Chief may prescribe, as well as to take charge of any property coming into the custody of the Emergency Medical Services Department;
(8) 
Furnish to the Fire Chief, Director of Public Safety and/or Township Manager, in such form as shall be prescribed by the Director of Public Safety and/or Township Manager, complete monthly and yearly reports on the operation of the Emergency Medical Services Department and make such other reports as may be requested by the Director of Public Safety and/or Township Manager.
The Emergency Medical Technician Supervisor shall be responsible for the efficiency and routine day-to-day operations of the Emergency Medical Services Department and all its activities. The Supervisor shall be subject to the direction of the Emergency Medical Services Deputy Chief, the Fire Chief, Director of Public Safety and/or the Township Manager.
A. 
The Emergency Medical Technician Supervisor shall be appointed by the appointing authority pursuant to the rules and regulations established by the New Jersey State Civil Service Commission and N.J.A.C. 8:40A (Emergency Medical Technicians-Basics: Training and Certification).
B. 
The Emergency Medical Technician Supervisor shall:
(1) 
Prescribe the duties and assignments of all paid and volunteer members associated with the Department.
(2) 
Have, exercise and discharge the functions, powers and duties of the emergency medical service.
(3) 
Administer and enforce rules and regulations established by the Department.
(4) 
Keep complete accurate records of all emergency medical calls, apparatus and minor equipment, personnel and other information about the function of the Department.
(5) 
Supervise emergency medical technicians engaged in providing emergency medical services.
(6) 
Ensure shift coverage and assign personnel where needed.
(7) 
Report to the Emergency Medical Services Deputy Chief, the Fire Chief, Director of Public Safety and/or Township Manager with a monthly report which shall include but not be limited to the number of calls answered per month, a response time analysis, number of calls by hour of the day, percentage of mutual aid assistance received and given per month and the number of transports made to the hospital or other medical facilities.
(8) 
Make or cause to be made an annual report analyzing the data defined in Subsection B(7) above.
A. 
Full-time, part-time and per-diem members.
(1) 
Each applicant for a full-time position as an Emergency Medical Services Supervisor or Emergency Medical Services emergency medical technician (EMT) of the Emergency Medical Services Department of the Township of Willingboro shall:
(a) 
Emergency Medical Services Supervisor: meet basic requirements for a position as an Emergency Medical Services Supervisor of the Emergency Medical Services Department as set forth in the rules and regulations of the New Jersey State Civil Service Commission and N.J.A.C. 8:40A (Emergency Medical Technicians-Basics: Training and Certification).
(b) 
Emergency Medical Services emergency medical technician (EMT): meet basic requirements for a position as an Emergency Medical Services EMT of the Emergency Medical Services Department as set forth in the rules and regulations of the New Jersey State Civil Service Commission and N.J.A.C. 8:40A (Emergency Medical Technicians-Basics: Training and Certification).
(c) 
Be able to read, write, and speak the English language.
(d) 
Must successfully pass a background investigation conducted by the Township.
(2) 
All applicants for the position of Emergency Medical Services Supervisor and Emergency Medical Services EMT, who have qualified under New Jersey State Civil Service Commission rules and met the requirements of all internal hiring procedures, shall make written application to the Emergency Medical Services Deputy Chief and at the same time submit such proof as shall be requested with respect to the above qualifications.
B. 
Volunteer members.
(1) 
Each applicant for a volunteer position as an Emergency Medical Services Supervisor, Emergency Medical Services EMT, or Emergency Medical Services first responder of the Emergency Medical Services Department of the Township of Willingboro, through the Willingboro Emergency Squad, Inc., shall:
(a) 
Emergency Medical Services Supervisor: meet basic requirements for a position as an Emergency Medical Services Supervisor of the Emergency Medical Services Department as set forth in the rules and regulations of the New Jersey State Civil Service Commission and N.J.A.C. 8:40A (Emergency Medical Technicians-Basics: Training and Certification).
(b) 
Emergency Medical Services EMT: meet basic requirements for a position as an Emergency Medical Services EMT of the Emergency Medical Services Department as set forth in the rules and regulations of the New Jersey State Civil Service Commission and N.J.A.C. 8:40A (Emergency Medical Technicians-Basics: Training and Certification).
(c) 
Emergency Medical Services first responder: meet basic requirements for a position as an Emergency Medical Services first responder of the Emergency Medical Services Department as set forth in the rules and regulations of the New Jersey Department of Health and Senior Services Office of Emergency Medical Services.
(d) 
Be able to read, write, and speak the English language.
(e) 
Must successfully pass a background investigation conducted by the Township.
(2) 
All applicants for the position of Emergency Medical Services EMT and Emergency Medical Services first responder shall make written application to the Willingboro Emergency Squad, Inc., and at the same time submit such proof as shall be requested with respect to the above qualifications.
(3) 
It shall be the duties of all active members of the Willingboro Emergency Services Department and Willingboro Emergency Squad, Inc., to participate in drills and instruction as prescribed in this section and to aid the Emergency Medical Services Deputy Chief and other line officers to the best of their ability in the prevention and control of emergency medical incidents within the Township and wherever else the Emergency Medical Services may have cause to conduct operations.
(4) 
Residency. All volunteer Emergency Medical Services Supervisors, Emergency Medical Services EMT, and Emergency Medical Services first responders shall not be required to be a resident of the municipality during his/her term of appointment, but must be a resident in the State of New Jersey.
The Department of Public Safety is authorized to extend aid to neighboring communities, upon request, for emergency medical service protection or to establish a mutual aid plan.
