There is hereby established a Board of Traffic and Parking, which is an advisory Board to the Mayor and City Council and City staff as applicable.
A. 
There shall be established a Board of Traffic and Parking of the City of Hagerstown, which shall consist of five members. One of the five members shall be the chairperson. The City will publicly advertise openings on the Board. The City Administrator and/or his designee shall review the list of applicants and provide recommendations to the Mayor and City Council. The members of the Board of Traffic and Parking shall be appointed by the Mayor with the approval of the City Council through a vote at a public meeting. The members shall be residents, taxpayers or those who conduct business in Hagerstown. One member of City Council shall be an ex officio member.
B. 
The Board of Traffic and Parking shall consist of five members with staggered terms. Each new member shall serve for four years or until a successor has been appointed. No member shall serve more than two consecutive four-year terms, unless the Mayor and City Council determine it is in the best interest of the City to extend the appointment beyond two terms.
C. 
Preferred candidates for membership should have proof of experience in traffic management, parking management, law enforcement, leadership in neighborhood groups, or engineering.
D. 
At least 60 days prior to the expiration of a member's term, the City Clerk shall notify the Mayor and Council of the pending expiration. The Mayor shall, in accordance with the City Code, either reappoint the member or shall appoint a replacement member subject to Council approval prior to the expiration of the term.
E. 
Except as otherwise provided by the applicable law, a member of a board may be removed by the City Council at any time with or without cause.
A. 
The Board shall select a Chairman, who will conduct meetings and ensure that records are maintained. The Chairman remains a voting member of the Board. The Chairman shall serve no more than two consecutive calendar years.
B. 
The City Engineer shall see that staff assistance is provided for the Board, as may be required in his direction. The Department of Parks and Engineering and the Department of Police shall provide staff support as needed at each meeting.
The Board shall meet at least once each month or at the request of the Chairman.
A. 
It is the responsibility of the Board to review matters pertaining to parking and traffic issues in the City of Hagerstown, Maryland, and to provide recommendations to staff. The Board shall provide recommendations to City Council on matters that require Council authorization for implementation (a list of which shall be maintained in Department policy).
B. 
The Board may review such information as is available concerning transportation planning, assessments of parking demands and needs and major proposed changes to traffic circulation patterns and regulations within the corporate limits of the City.
C. 
The Board shall host public meetings when necessary to provide a forum for public discernment of traffic issues and to discuss and mediate traffic and parking conflicts.
D. 
The Board may make recommendations to the Mayor and City Council and City Administrator concerning long-range transportation planning. The Board shall serve solely in an advisory, planning capacity and shall have the authority to make recommendations to the Mayor and City Council for its review and consideration.
E. 
Advise the Board of Zoning Appeals regarding the potential impact of upcoming zoning appeal requests on either traffic or parking.
