Unless otherwise herein provided, all vehicles parked on any highway within the corporate limits of the Borough of Bellevue shall be parked parallel to the curbline of such highway, and the outside of the wheels of such parked vehicle on the side closest to the curbline shall be placed not more than six inches from such curbline.
On streets on which vehicles are to be parked diagonally under the provisions of this chapter, such parked vehicles shall be parked within the lines marked on such streets for such parking, and no vehicle may occupy more than one of such spaces so marked.
Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the direction of a police officer, or official control device, no person shall:
A. 
Stop, stand or park a vehicle.
(1) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a highway.
(2) 
On a sidewalk.
(3) 
Within an intersection.
(4) 
On a crosswalk.
(5) 
Alongside or opposite any street excavation or obstruction, when stopping, standing or parking would obstruct traffic.
(6) 
Upon any bridge or other elevated structure.
(7) 
On any railroad tracks.
(8) 
At any place where official signs prohibit stopping.
B. 
Stand or park a vehicle.
(1) 
In front of a public or private driveway.
(2) 
Within 15 feet of a fire hydrant.
(3) 
Within 20 feet of a crosswalk at an intersection.
(4) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the site of a roadway.
(5) 
Within 20 feet of the driveway entrance to any fire station, or when properly sign-posted on the side of a street opposite the entrance to any fire station, within 75 feet of the entrance.
(6) 
Within 20 feet of the entrance to a bank, church, theater, school or other place of public assemblage.
(7) 
Within 20 feet of a sign-posted bus stop.
(8) 
At any place where official signs prohibit parking.
C.

A. 
The Mayor is hereby authorized to prohibit parking on highways, or parts thereof, which are being constructed, repaired or improved, for a period not to exceed the duration of said construction, repair or improvement. When, in the opinion of the Mayor, the public safety does not require the prohibition of parking at all times on such highways, or parts thereof, being constructed, repaired or improved, the Mayor is authorized to permit parking for such periods as will not endanger the public safety. In cases where parking is so prohibited or regulated by said Mayor, proper signs shall be erected by the Department of Public Works in accordance with the Acts of Assembly of the Commonwealth of Pennsylvania in such cases made and provided, giving notice of such prohibition or regulation.
B. 
The Mayor and the Public Safety Committee are also hereby authorized to prohibit parking on any highway, or part thereof, entirely or for certain hours to be designated by the Mayor and said Committee for periods not exceeding 60 days as trial periods to study the effect of parking on movement of traffic within the Borough of Bellevue. While such trial periods are in effect, proper signs shall be erected by the Department of Public Works to show that parking is prohibited or regulated thereon.
C. 
The Mayor and the Public Safety Committee are also hereby authorized to designate any highway, or part thereof, entirely or for certain hours to be designated by the Mayor and said Committee as a one-way street for periods not to exceed 60 days for trial periods to study the effect on the movement of traffic within the Borough of Bellevue. While such trial periods are in effect, proper signs shall be erected by the Department of Public Works to show the direction in which traffic shall flow.
D. 
The Mayor and Public Safety Committee are also hereby authorized to install such other traffic signs, directional signs, stop signs and the like which will regulate the movement of traffic within the Borough of Bellevue during trial periods not to exceed 60 days for the purpose of studying the effect on the movement of traffic within the Borough of Bellevue.
This chapter does not apply to streets designated as metered parking areas on which parking meters are installed. Parking in such areas shall be regulated by the provisions of the ordinances of the Borough of Bellevue specifically applying to parking in such areas.
