Pursuant to the power granted it under Sections 46005(1) and 46171 of the Borough Code,[1] as amended and effective immediately, the current Civil Service Commission of the Borough of Towanda is hereby disbanded and its holdover members dismissed from service with the Civil Service Commission of the Borough of Towanda with the express thanks of the Borough for their prior service.

Pursuant to the power granted it under Sections 46005(1) and 46171 of the Borough Code,[1] as amended and effective immediately, the Borough Council hereby establishes a new Civil Service Commission for the Borough of Towanda.[2]

Following the expiration of the initial member terms, all new members of the Borough of Towanda Civil Service Commission shall be appointed in accordance with Section 46172 of the Borough Code, as amended, 42 P.S. § 46172.

Within 10 days of the appointment of the initial members, the Borough of Towanda Civil Service Commission shall organize and perform all duties required by Section 46174 of the Borough Code, 42 P.S. § 46174.

The Borough of Towanda Civil Service Commission shall adopt the rules and regulations used by its predecessor Commission and, as required by Section 46176 of the Borough Code, 42 P.S. § 46176. By the enactment of this article, the Borough Council formally approves the Commission's adoption of the rules and regulations as used by the predecessor Commission.
Nothing in this article shall be construed as an intent on the part of Borough Council to invalidate any action or appointment undertaken by the predecessor Commission prior to the effective date of this article and the Borough Council ratifies all actions or appointments it has made pursuant to the acts of the predecessor Commission prior to the effective date of this article.
The Borough Secretary is hereby directed to undertake all acts necessary to make this article effective under the provisions of the Borough Code.
It is the specific intention of the Borough Council that the provisions of this article (and all appointments arising thereunder) shall take effect immediately upon its enactment.

The current rules and regulations of the Borough of Towanda, Pennsylvania Police Civil Service Commission are repealed.
The attached (Attachment "A") Rules and Regulations of the Police Civil Service Commission for the Borough of Towanda,[1] Pennsylvania, are approved by the Council of the Borough of Towanda, Pennsylvania.
