Whenever deemed desirable and to meet the public needs, and
in conformity with good zoning practice, the zoning regulations, restrictions,
and boundaries may, from time to time, be amended, supplemented, changed,
modified or repealed by the City Council in accordance with provisions
of the Pennsylvania Municipalities Planning Code, Act 247 of 1968,
as amended, and with the following general procedures:
A. Any amendment, supplement, change, modification or repeal may be
initiated by:
(1) The City Planning Commission.
(3) A notarized petition to the City Council by the owner of the property
involved or by one having an interest therein.
B. Amendments shall be submitted to the City Council at a regular or
special meeting of the Council.
C. Before voting on the enactment of an amendment, the Council shall
hold a public hearing on the proposed amendment, pursuant to public
notice as defined in § 107 of the Pennsylvania Municipalities
Planning Code, Act 247 of 1968, as amended.
D. Review by the City of Warren Planning Commission and the Warren County
Planning Commission. All amendments shall be submitted to the City
of Warren Planning Commission and the Warren County Planning Commission
for review and recommendation prior to the public hearing, as prescribed
in § 609, Enactment of Zoning Ordinance Amendments, and
§ 609.1, Procedure Upon Curative Amendments, of the Pennsylvania
Municipalities Planning Code, Act 247 of 1968, as amended.

The filing fee for a zoning amendment shall be in the amount
as established by resolution of City Council and shall be submitted
with the application.
