The City of Warren hereby elects to administer and enforce the
provisions of the Pennsylvania Uniform Construction Code Act of 1999
(UCC) and its regulations, as amended from time to time. The 2006
International Code Council (ICC) series of model codes shall be adopted
with this chapter as mandated by the Pennsylvania Legislature.
Future triennial editions of the applicable ICC Codes shall
be automatically concurrent with action by the Pennsylvania Legislature.
A.
Administration and enforcement of the code within this municipality
shall be undertaken as provided for in the Act, as determined from
time to time by resolution of the Council of the City of Warren. The
term "enforcement" shall include inspection and other duties to observe
and verify code compliance through site visits, which are generally
considered a function of the Building Code Department.
B.
The City Manager shall designate the municipal building code official(s)
to act on behalf of the City of Warren for administration and enforcement
of the Act.
The City may employ the services of outside agents to provide
technical and enforcement assistance. No other agent or agency is
authorized to perform such duties unless under a written agreement
with the City of Warren to provide such services.
The City of Warren shall be the sole authority and provider
of inspections for utility service connections.
The City of Warren shall not perform "special inspection" duties,
as defined in Section 1702 of the International Building Code. The
City of Warren or any inspector employed by the City shall not perform
lumber grading inspections as per Act 106 of the 2008 Pennsylvania
General Assembly.
Permits required by the City of Warren are as follows:
A.
All new construction, with the exception of detached utility (Group
U) structures of less than 150 square feet for residential purposes.
B.
Interior remodel of existing structures.
C.
Construction of additions to existing structures.
D.
Replacement of utility services.
E.
Installation or replacement of mechanical equipment.
F.
Buildings which undergo a change of occupancy per Chapter 3 of the
International Building Code.

Appeals to accessibility issues shall be heard by the Department
of Labor and Industry.
All relevant ordinances, regulations and policies of the City
of Warren not governed by the UCC shall remain in full force and effect.
Fees assessable by the City of Warren for the administration
and enforcement undertaken pursuant to this chapter and the code shall
be established by Warren City Council by resolution from time to time.
All permit and inspection fees shall be payable prior to issuance
of the permit and may also be subject to surcharges established by
the Pennsylvania Legislature.
With the adoption of the Pennsylvania Uniform Construction Code
Act of 2006, City of Warren Ordinance No. 1703, adopting the Pennsylvania
Construction Code of 1999 as the City of Warren's Building Code,
is hereby repealed.
