A. 
A classification of all positions according to duties and responsibilities shall be prepared by the Manager subject to approval of Council. Each position shall be assigned to a job class on the basis of kind and level of its duties and responsibilities to the end that all positions in the same class shall be sufficiently alike to permit use of a singular descriptive title, the same qualification requirement, the same test for competence and the same pay scale.
B. 
The classification plan may be revised from time to time.
C. 
In connection with the classification plan there shall be a related compensation plan that will accurately reflect proven ability, degree of skill demanded, length of service and any other meritorious and equitable factors.
D. 
For the positions in the classification plan, there shall be job-related minimum qualification requirements which state the nature and amount of experience, training, knowledge and skills needed for successful performance.
