No dwelling, house, apartment or other living quarters or commercial establishment may be occupied, when previously vacated, until such time until the owner or his agent has secured an occupancy permit to be issued by the Building Inspector.
The application for the occupancy permit shall disclose the following information:
A. 
Address of the premises.
B. 
Name and address of the owner.
C. 
Name of tenant.
D. 
Number of rooms.
E. 
Bathroom facilities.
F. 
General condition of the premises.
G. 
The application shall also disclose the names and occupations of all occupants.
No permit shall be issued until such time as the premises are deemed to be in a livable and habitable condition after inspection by the Health Officer, Fire Chief, Building Inspector, and/or such other persons as the Council may require from time to time.
The application for the approval of such occupancy and permit shall be accompanied by a fee, as established from time to time by resolution of the Borough Council, for residential purposes and for commercial establishments. If further inspection is required by the Health Officer, Fire Chief, Building Inspector or other such officers as the Council may require, an additional fee, as established from time to time by resolution of the Borough Council, per resident inspection and per commercial inspection will be required before the occupancy permit is granted.

Any person, firm, association, corporation or business enterprise violating any of the provisions of this chapter shall be subject to a fine as provided in Chapter 1, Article II, General Penalty, of the Code of the Borough of Munhall, for any building, apartment, dwelling, house or other living quarters or commercial establishment which is occupied without a permit and, in default of the payment of the fine and costs, shall be subject to imprisonment for a period not exceeding 30 days for each violation of this chapter.
