(a)
The towing and storage fees for private passenger vehicles damaged in an accident or recovered after being stolen may not exceed the maximum fees established by the Department of Insurance and set forth in N.J.A.C. 11:3-38.1 et seq.
(b)
Except as set forth in Paragraph (a) above, the fee for the towing and storage of passenger vehicles and other vehicles at all times, i.e., days, nights or holidays, shall not exceed the following:

Storage fees shall start on the day the towing service is rendered. The fees set forth for storage are the maximim storage charges per 24-hour period, and the same shall apply to a vehicle that is stored as a result of accidents, abandonments, repairs or suspected criminal activity.
(d)
Inside storage may be requested by the owner of the vehicle or the Police Department.
(e)
Road repair services. The above fees shall be exclusive of any other repair service costs provided by the towing operator, including but not limited to such activities as repairing flat tires or installing new and/or spare parts to a disabled vehicle. The towing operator shall be permitted to charge an additional fee based on the towing operator's prevailing hourly labor rates and charges for parts or materials. Wherever applicable, it shall be the responsibility of the towing operator to first inform the owner of the vehicle of the hourly labor rates and the estimated total cost for parts and/or materials prior to the performance of the road repair services.
(f)
Heavy-duty wreckers. The towing fee for vehicles which require the use of a heavy-duty wrecker shall be reasonable and customary, based upon the prevailing rate in the industry. Wherever applicable, it shall be the responsibility of the towing operator to first inform the owner or operator of the estimated total cost prior to the performance of any towing services.

(1)
Anyone who requests a copy of a governmental record, as defined by law, which requires the performance of work by any department or paid consultant of the Borough, other than merely providing a reasonable number of copies of presently available records for which there is no specific charge set forth herein, shall be required to pay for said services as set forth hereinbelow. Included within the types of work for which charges shall be made are the compilation of presently available technical information requiring substantial amounts of time and the preparation of calculations, reports, memoranda and other documents of a technical nature.

The cost of those services referenced in subparagraph (1) above shall be paid to the Borough at the following rates:
(i)
For all services performed by employees of the Borough, the actual hourly rates of compensation for each employee performing the service, plus the copying or reproduction cost and actual mailing cost, when applicable.
