A. 
The person appointed to the position of Township Administrator shall be familiar with municipal government operations, shall possess executive and administrative abilities and shall be qualified to discharge the duties and responsibilities set forth in § 10-19 by education, training and previous experience.
B. 
The Township Administrator shall be a resident of the Township during the period of his/her service, provided that if circumstances warrant, the residency requirement may be postponed or waived by a majority vote of all of the members of the Township Committee.
C. 
The Township Administrator shall devote his/her full time to the interests of the Township.

The Township Administrator shall be appointed by a majority vote of all of the members of the Township Committee. He/she shall hold office at the pleasure of the Township Committee, and may be removed from office by a 2/3 vote of all of the members of the Township Committee in accordance with the provisions of N.J.S.A. 40A:9-138.

A. 
The Township Administrator shall, under the supervision and control of the Township Committee, perform such duties as may be requested other than those required by law to be executed by the Township Committee itself or by another officer, or body, and to the extent not prohibited by law. Such duties and responsibilities shall include, but not be limited to, coordination of operations, activities and administration of the departments, boards and commissions of the Township, exchanging and disseminating information and generally advising and consulting with the Township Committee without infringing upon the lawful powers and duties of the Township Committee, other officers, departments, board and commissions.
B. 
The Township Administrator shall have the following specific duties and responsibilities:
(1) 
Serve as Chief Administrative Officer of the Township.
(2) 
Carry out all policies established by the Township Committee.
(3) 
Execute applicable laws and regulations of the State of New Jersey and ordinances and resolutions of the Township subject to the direction of the Township Committee.
(4) 
Attend all regular meetings of the Township Committee unless excused and report at each meeting on matters requiring consideration and action by the Township Committee. Submit to the Township Clerk recommendations for the inclusion of appropriate items in the agenda for the next meeting of the Township Committee.
(5) 
Advise the Township Committee on policy decisions and recommend to the Township Committee the adoption of such measures as the Township Administrator may believe to be desirable or expedient to increase the efficiency and effectiveness of the Township government and to promote its economic operation.
(6) 
Be familiar with the work of all departments, boards and commissions, reporting to the Township Committee on matters significant to municipal operations.
(7) 
Supervise the maintenance of real property owned by the Township, report on the operation of facilities for which the Township is responsible and make recommendations to the Township Committee for any necessary action with respect thereto.
(8) 
Act as Township contracting agent, conferring with the Township Attorney regarding the preparation of bidding documents for contracts requiring public sealed bidding and submitting recommendations to the Township Committee with respect to the award of contracts following the receipt of bids.
(9) 
Negotiate contracts not requiring public sealed bidding for approval by the Township Committee, and when considered appropriate, recommend purchases through joint purchasing programs.
(10) 
Monitor the performance of work under improvement or service contracts awarded by the Township Committee and report thereon to the Township Committee.
(11) 
Review and approve vouchers submitted under Township improvement or service contracts awarded by the Township Committee before referral to the Township Committee for final approval.
(12) 
Establish and maintain efficient personnel practices and effectuate personnel policies which may be established by the Township Committee.
(13) 
Recommend the appointment, discipline and dismissal of Township employees subject to confirmation or approval by the Township Committee. Serve as Hearing Officer for any charges of violation of the Mendham Township Police Department Rules and Regulations, and report his/her findings and conclusions to the Township Committee for disciplinary or other action by the Township Committee.
(14) 
Represent the Township in its relations with the federal, state and county governments and other municipalities.
(15) 
Advise the Township Committee as to federal and state aid projects and any other grant or loan programs for which the Township may qualify. Prepare and submit applications for grants or loans as desired by the Township Committee.
(16) 
Implement and enforce the policy of the Township Committee with respect to the compiling and release of public information.
(17) 
Receive and reply to all inquiries and complaints concerning Township operations, provide information and assistance with respect thereto and keep the Township Committee advised of significant complaints and their disposition or recommended disposition.

Perform such other duties as may be required by ordinance, resolution or direction of the Township Committee.

The Township Administrator shall not engage in any organized political campaigns within the Township or undertake any other political activity which might interfere with his/her effectiveness in serving the Township.

A. 
The Township Administrator is appointed as purchasing agent and contracting agent of the Township for purposes of implementing the provisions of state law and regulations relating to contracts for materials, equipment, supplies, services and work to be acquired by or rendered to the Township. The Administrator may delegate these duties to an appropriately certificated Qualified Purchasing Agent (QPA) in the employment of the Township.

B. 
No purchases shall be made or contracts entered into by any body, board, official or employee of the Township involving the expenditure of public funds except through the Township Administrator, who shall be responsible for processing all purchases and contracts for materials, equipment, supplies, services and work. This restriction shall not apply to the expenditure of funds appropriated and paid over to a municipal body in the form of a lump sum contribution.
C. 
As purchasing agent and contracting agent, the Township Administrator shall have the following powers and responsibilities:
(1) 
To supervise purchases by the Township and the rendering of services to the Township through a system which provides reasonable safeguards against the overcommitment of appropriations.
(2) 
To solicit quotations for estimated prices of materials, equipment, supplies, services and work for which public sealed bids are not required, and to award contracts and issue purchase orders for materials and supplies and the rendering of nonprofessional services whenever the expense involved does not exceed the public bidding threshold.
(3) 
To prepare or cause to be prepared bidding documents and advertisements for contracts for materials, equipment, supplies, services and work requiring public sealed bidding and in connection therewith to receive and report bids to the Township Committee with recommendations for action thereon.
(4) 
To recommend to the Township Committee purchases of materials and supplies under contracts of the Division of Purchase and Property in the State Department of Treasury and through County or other joint purchasing programs.
(5) 
To issue purchase orders under Township open-end contracts within the limitations of law and the availability of funds.
(6) 
To authorize minor field or site modifications under construction contracts, provided that no such modifications shall affect the overall scope of the work or exceed the expense limitations of law.
(7) 
Whenever an emergency situation affecting the public health, safety or welfare requires the immediate delivery of materials or the performance of services, to award a contract for materials or services not exceeding $2,500 in amount or issue a change order not exceeding $2,500 under an existing contract, and to recommend to the Township Committee immediate action awarding a contact exceeding $2,500 whenever necessary to meet such an emergency situation.
