In order to classify and regulate the location of businesses, trades, industries, residences and other land uses and the location of buildings designed for specific uses; to regulate and limit the height and bulk of buildings hereafter erected, reconstructed or altered; to regulate and limit the intensity of the use of lot areas; and to regulate and determine the area of yards, courts and other open spaces within and surrounding such buildings, the incorporated area of Versailles, Missouri, is hereby divided into seven (7) districts:
Residential
"R-1" Single-Family District
"R-2" Single- and Two-Family District
"R-3" Multiple-Family District
"R-4" Manufactured or Custom Built Single-Family District
Commercial
"C-1" General Business District
Industrial
"M-1" Industrial and Related District
Agricultural
"AG-1" Agricultural

A. 
Where uncertainty exists as to the boundary of districts as shown on the official Zoning Map, the following rules shall apply:
1. 
Where boundaries approximately follow streets, highways or alleys. District boundaries indicated as approximately following the centerline of streets, highways or alleys shall be construed to follow such centerlines.
2. 
Where boundaries approximately follow platted lot lines. District boundaries indicated as approximately following platted lot lines shall be construed as following such lot lines.
3. 
Where boundaries approximately follow City limits. District boundaries indicated as approximately following City limits shall be construed as following such City limits.
4. 
Removal of territory from City annexation. In the event of changes in City limits removing territory from the City, district boundaries shall be construed as moving with City limits. In the event of annexation of new area to the City, such areas shall be considered to be in "R-1" District unless otherwise classified.
5. 
Where boundaries follow railroad lines. District boundaries indicated as following railroad lines shall be construed to be midway between the main tracks.
6. 
Where boundaries follow stream beds or other bodies of water. District boundaries indicated as following centerlines of stream beds or other bodies of water shall be construed to follow such centerlines.
7. 
Distances not specifically indicated on the official Zoning Map shall be determined by the scale of the map.

A. 
The regulations set forth in this Section, or set forth elsewhere in this Chapter when referred to in this Section, are the district regulations in the "R-1" Single-Family District.
B. 
Use Regulations. A building or premises shall be used only for the following purposes:
1. 
Single-Family Dwelling.
a. 
Site built house.
b. 
Modular house.
2. 
Temporary buildings for uses incidental to construction work to be removed upon completion of construction work within twelve (12) months.
3. 
Accessory use or accessory building or structure, including a private garage, customarily incidental to the above uses but not involving the conduct of a business. Any accessory building or structure that is not a part of the main structure shall be located in the in the rear or side of the yard, not to interfere with the front facing view of the dwelling and shall not be less then ten (10) feet from any side or rear lot line and shall not be less then twenty (20) feet from the front lot line. An accessory use shall also include a church or public bulletin board and temporary sign appertaining to the lease, hire or sale of a building or premises, which shall not exceed six (6) square feet in area.

4. 
Group Home. No group home shall be located within two thousand five hundred (2,500) feet of another group home. The exterior appearance of the home and property shall be in reasonable conformance with the general neighborhood standards. Group homes shall be eleemosynary or not-for-profit in nature.

Use Regulations. Any uses permitted in "R-2" Single- and Two-Family District and including the following:

Apartment houses.

Court apartments, group housing projects.
3. 
Senior citizen housing.
C. 
Group Housing Projects. In the case of a housing project consisting of a group of five (5) or more buildings to be constructed on a plot of ground of at least three (3) acres not subdivided into the customary streets and lots and which will not be subdivided or where the existing or contemplated street and lot layout make it impracticable to apply the requirements, such requirements to housing projects shall be made by the Planning Commission, following a public hearing, in a manner that will be in harmony with the character of the neighborhood, will insure a density of land use no higher than and a standard of open space at least as high as required by this Chapter in the district in which the proposed project is to be located.

Medical marijuana dispensary facility, provided that no medical marijuana dispensary facility shall be located within seven hundred (700) feet of a then-existing elementary or secondary school, within seven hundred (700) feet of a then-existing daycare, or within seven hundred (700) feet of a then-existing church. In the case of a freestanding facility, the distance between the facility and the elementary or secondary school, daycare, or church shall be measured from the external wall of the facility structure closest in proximity to the elementary or secondary school, daycare, or church to the closest point of the property line of the elementary or secondary school, daycare, or church. In the case of a facility that is part of a larger structure, such as an office building or strip mall, the distance between the facility and the elementary or secondary school, daycare, or church shall be measured from the entrance or exit of the facility closest in proximity to the elementary or secondary school, daycare, or church to the closest point of the property line of the elementary or secondary school, daycare, or church. The measurements shall be made along the shortest path between the demarcation points that can be lawfully traveled by foot.

Medical marijuana-infused products manufacturing facility, provided that no medical marijuana-infused products manufacturing facility shall be located within seven hundred (700) feet of a then-existing elementary or secondary school, within seven hundred (700) feet of a then-existing daycare, or within seven hundred (700) feet of a then-existing church. In the case of a freestanding facility, the distance between the facility and the elementary or secondary school, daycare, or church shall be measured from the external wall of the facility structure closest in proximity to the elementary or secondary school, daycare, or church to the closest point of the property line of the elementary or secondary school, daycare, or church. In the case of a facility that is part of a larger structure, such as an office building or strip mall, the distance between the facility and the elementary or secondary school, daycare, or church shall be measured from the entrance or exit of the facility closest in proximity to the elementary or secondary school, daycare, or church to the closest point of the property line of the elementary or secondary school, daycare, or church. B. 
Use Regulations. A building or premises shall be used only for the following purposes:
1. 
Bottling works.
2. 
Building material.
3. 
Contractor's storage yard.
4. 
Fertilizer and feed stores and grain elevators.
5. 
Farm implement and machinery sales.
6. 
Industrial, manufacturing and repair shops, where the scale of operations and the process of manufacturing or treatment of materials is such that the amount of dust, odor, gas, smoke or noise resulting therefrom will not result in a lowering of values and otherwise will not be objectionable to surrounding commercial, industrial and residential districts, where the operations are conducted in one (1) or more buildings and not more than thirty percent (30%) of a lot or tract is used for the open storage of product or materials.
7. 
Lumberyard.
8. 
Milk distributing station which may include bottling on premises.
9. 
Plumbing shop.
10. 
Printing plant.
11. 
Public utility substation and facilities.
12. 
Warehouse and storage plant.
13. 
Wholesale establishment.
14. 
Packaging and assembly operations.
15.

The regulations set forth in this Section, or set forth elsewhere in this ordinance when referred to in this Section, are the district regulations in the "AG-1" Agricultural District.
B. 
Use Regulations. All uses permitted in the "C-1" General Business District and including the following.
1. 
Agricultural uses, farming, dairying, stock raising or similar purposes, including poultry raising, orchards, nurseries, greenhouses, truck garden, raising birds, bees, rabbits and other animals, fish and other creatures, and other agricultural activities, including dwellings, barns and incidental buildings commonly required for the operation of a farm and including the sale of products produced on the premises.
2. 
Church.
3. 
Dog kennel and veterinary establishment but not nearer than two hundred fifty (250) feet to any zoned residential district, or dwelling other than the dwellings of the lessee or owner of the site.
4. 
Grain elevator and the usual accessory structures, including buildings for seasonal or temporary storage of grain.
5. 
Home occupations.
6. 
Hospital and institution of educational, religious, charitable or philanthropic nature, provided however, that such buildings may occupy not over fifty percent (50%) of the total area of the lot, that the building shall be set back from all yard lines a distance of not less than two (2) feet for each foot of building height.
7. 
Park, playground and community building owned or operated by a public agency.
8. 
Private club, lodge, recreational building, including such structures and uses as are necessary for their operation excepting, however, those chief activities of which is a service customarily carried on as a business.
9. 
Public and private forest and wildlife reservation.
10. 
Pumping or booster station along pipeline or substation along electric transmission line.
11. 
Riding stable.
