Within 12 months after the effective date of this Charter, the Transition Committee shall propose an Administrative Code for the City government consistent with the provisions, spirit, and purpose of this Charter. City Council shall be responsible for final adoption of the Administrative Code. At any time, and from time to time, the City Council may adopt, by ordinance, amendments to the Administrative Code.
The Administrative Code shall set forth the organization and administrative structure, and procedures of the City government and shall include, among other things, an enumeration of departments, offices and other administrative units of the City government and the division of powers among them; the internal procedures for their operations; the duties of the department heads and their relationship to the City Administrator and/or the Mayor and City Council.
In addition, the Administrative Code shall, at all times, make adequate and specific provisions for, but not be limited to, the following:
A. 
Code of Ethics.
B. 
Conflict of interest.
C. 
Personnel policy.
D. 
Procurement policy.
E. 
Competitive bidding process.
F. 
Scope of the Comprehensive Long-Range Plan.
G. 
And any other policies, rules, regulations, and procedures necessary and desirable to the efficient administration of the City.
