There is hereby created the office of Personnel Director. The
Personnel Director shall be appointed by the City Manager or may be
the City Manager.

In order to carry out his/her duties, the Personnel Director
shall be empowered to promulgate and enforce rules and regulations
in accordance with and subordinate to the provisions of this Article
and to prepare and prescribe the use of such forms as are necessary.

It shall be the duty of the Personnel Director to recruit by
suitable means qualified personnel for appointment to positions in
the City Government. The Director shall accept applications which
may be made by persons seeking employment and shall maintain a file
of such applications.

The Personnel Director shall be responsible for the selection,
preparation, administration and scoring of such examinations as he/she
may deem helpful in determining the relative fitness of applicants
for employment in the City Government.
