The name of the Board established by this division shall be the Community Policy and Management Team for Youth and Family Services of the City of Fredericksburg.

The purposes and duties of the community policy and management team for youth and family services shall be to:
A. 
Exercise all those powers and duties set forth in Code of Virginia, § 2.2-5200 et seq., entitled "Comprehensive Youth Services Act for At-Risk Youth and Families"; and
B. 
Advise and make recommendations periodically to the City Council on matters related to the provision of services for troubled children and families in the City.

A. 
The City Council shall appoint the community policy and management team for youth and family services, which shall consist of eight members, as follows:
(1) 
The local agency heads or their designees of the following community agencies:
(a) 
The Rappahannock Community Services Board;
(b) 
The Rappahannock Area Health District;
(c) 
The 15th Judicial District Juvenile Court Services Unit;
(d) 
The Fredericksburg Department of Social Services; and
(e) 
The Fredericksburg School Board;
(2) 
An elected official as assigned from the City Council;
(3) 
A representative of a private organization or association of providers for children's or family services; and
(4) 
A parent representative who is not an employee of any public or private program which serves children and families.
B. 
The persons appointed to represent the community agencies set forth in Subsection A(1) of this section shall be authorized to make policy and funding decisions for their respective agencies.
C. 
The terms of office of the community agency heads or their designees shall continue as long as such persons hold their agency positions. The terms of the other members shall extend for a period of four years.
D. 
All persons who serve on the team shall be immune from any civil liability for decisions made about the appropriate services for a family or the proper placement or treatment of a child who comes before the team, unless it is proven that such person acted with malicious intent.
E. 
Any person on the team who does not represent a public agency shall file statements of economic interest, as provided in Code of Virginia, § 2.2-3117. Persons representing public agencies shall file such statements if required to do so pursuant to Code of Virginia, § 2.2-3100 et seq.
F. 
Persons serving on the team who are parent representatives or who represent private organizations or associations of providers for children's or family services shall abstain from decision-making involving individual cases or agencies in which they have either a personal interest, as defined in Code of Virginia, § 2.2-3101, the State and Local Government Conflict of Interests Act, or a fiduciary interest.

The community policy and management team for youth and family services shall elect from its own membership a chair, vice-chair, and secretary, who shall serve annual terms. The team shall have the authority to establish its own rules of procedure and bylaws and shall keep minutes of all meetings.
