It shall be unlawful for any person to obstruct or change the contour or course of any ditches, drains or culverts in any street right-of-way or to obstruct any street in the City of Riverside.

A. 
Spilling Material. No person shall deposit, track or permit to be deposited in any manner upon the surface of any street, alley, avenue, highway, footway, sidewalk, parkway or other public space within the corporate limits of the City of Riverside, any dirt, earth, rock, clay, sand, shale, concrete cement, structural steel, debris or rubbish. If any such deposit occurs, it shall be the duty of every person procuring such permit to remove any dirt, earth, rock, clay, sand, shale, concrete, cement, structural steel, debris or rubbish or other material deposited, spilled or dropped on any street in the performance of the work contemplated in the permit and to restore such street to its former condition to the satisfaction of the Director of Public Works within twenty-four (24) hours after same has been deposited, spilled or dropped as aforesaid.
B. 
Street Damage. No person shall damage the streets, bridges, highways, sidewalks, parkways or footways, alleys or avenues of the City of Riverside, Missouri, by moving any dirt, earth, rock, clay, sand, slate, concrete, cement, structural steel, debris or rubbish. In the event of any such street damage the Board of Aldermen may use the bond specified in Section 510.060 for the repair of such damage to the streets, bridges, highways, sidewalks, parkways, or footways, alleys or avenues of the City of Riverside, Missouri.
C. 
Permit Required. Application shall be made to the Building Official for a hauling permit. The request for permit must be approved by the Director of Public Works and City Engineer.
D. 
Permit Fee. The fee for the permit will be one hundred dollars ($100.00).
E. 
Bond Required. A surety bond in the amount of one hundred thousand dollars ($100,000.00) will be required to provide repairs to any street, alley, curb, gutters, or right-of-way for any damage incurred due to the project.
F. 
Penalties For Violation. Any violation of this Section shall be punishable by fine not in excess of one thousand dollars ($1,000.00) or by jail sentence not in excess of three (3) months, or by both fine and jail sentence.
