There is created the position of Humane Officer within the City of Watertown. The Mayor, subject to confirmation by the Common Council, shall appoint the Humane Officer to serve at the discretion of the Mayor.
The Humane Officer shall be certified as required by § 173.05, Wis. Stats., as amended from time to time. The duties of the Humane Officer shall be as outlined in Chapter 173 of the Wisconsin Statutes, and the Humane Officer shall enforce all laws and ordinances relating to animals within the City, including but not limited to the provisions of Chapter 173 of the Wisconsin Statutes, which are hereby adopted by reference, as amended from time to time.
The Humane Officer of the City of Watertown shall have the authority to issue abatement orders pursuant to § 173.11, Wis. Stats. Any person adversely affected by such abatement order may, within 10 days of service of the order on said person, request an administrative review hearing, pursuant to Chapter 10 of the Watertown Code, which hearing shall be held within 10 days thereafter, pursuant to § 173.11, Wis. Stats.
