There is hereby created the position of Assistant Treasurer - Supervising Account Clerk ("Assistant Treasurer") in the Township of Cranford.
A. 
The Assistant Treasurer shall be responsible to the Township Administrator through the Chief Financial Officer and shall be responsible for the operation and administration of all treasury functions.[1]

B. 
Under direction, the Assistant Treasurer supervises and participates in highly responsible and varied financial work involved in the keeping of financial and/or other records of a mathematical nature requiring thorough knowledge of relevant rules and regulations and the frequent exercise of independent judgment. This position requires managing a high degree of confidential information and supervises the Senior Payroll and Financial Specialist.

In addition, the Assistant Treasurer organizes assigned work and develops effective work processes; reviews, checks and certifies reports, applications and other documents for correctness where difficult determinations are concerned; handles special requests for information and complaints in accordance with prescribed rules and regulations; guides, instructs and assigns tasks; participates in and is responsible for the work of staff; supervises and participates in the preparation of vouchers, the encumbering of accounts and the preparation of checks; compiles financial and statistical data for budgets and reports and prepares monthly budget reports for each department; supervises and participates in the receipt of tax, fee and other Township revenues and deposits in proper accounts; makes journal entries; tabulates needed financial data; enters orders, requisitions, invoices and payments in the financial budget management system; assists with maintaining cash receipts and disbursements in the financial budget management system; supervises and participates in the preparation and distribution of the payroll; calculates deductions and verifies payrolls; maintains, classifies, indexes and cross-references records; and performs related work as required.
The Assistant Treasurer shall be appointed by the majority vote of the Township Committee and shall serve at the pleasure of the Township Committee.
The Assistant Treasurer shall receive such salary as the Township Committee may fix from time to time by ordinance.
