No person shall encumber or obstruct any street or public place with any article or thing whatsoever without first having obtained permission therefor from the Mayor and Council.
No person shall use any portion of the sidewalk for display of wares and goods without the permission of the Council. The Council, in its discretion, may issue a permit to a property owner to use a portion of the sidewalk for the temporary display of wares and goods.

Any person, firm or corporation violating any provision of this article shall be punishable by one or more of the following: imprisonment in the county jail for a term not exceeding 90 days, a fine not exceeding $2,000, or a period of community service not exceeding 90 days. Each day that the violation continues shall constitute a separate offense.
