Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle at any time upon any of the following streets or parts thereof:

A. 
Parking on unimproved surfaces in front of buildings used as dwellings.
(1) 
Parking prohibited. No off-street parking spaces shall be located on unimproved surfaces in front of the facade of a building used as a dwelling, or on improved surfaces to either side of the facade of a building used as a dwelling.
B. 
Parking in residential areas adjacent to Borough street curbs.
(1) 
Definitions. As used in this Subsection B, the following terms shall have the meanings indicated:
PERMITTED CURB CUT
Either:
(a) 
A safe curb cut in good repair as of the enactment date of this subsection; or
(b) 
A curb cut meeting the design and safety standards contained herein and having obtained a duly executed Borough permit for the same.
PRIVATE DRIVEWAY
Any private parking space(s) or area located on private residential property, where access to same is made from a curbed public street or curbed alleyway. A private driveway may include, but is not limited to, a parking pad, an accessway or cart-path to a garage or carport, or other similar off-street parking.
PERSON
Any natural person, partnership, firm, association, corporation, or other legal entity.
(2) 
The singular shall include the plural and the masculine shall include the feminine and the neutral.
(3) 
Illegal off-street parking.
(a) 
It shall be unlawful for any person to drive his motorized vehicle onto private residential property without a permitted curb cut.
(b) 
It shall be unlawful for any person to park on private residential property, except upon on a private driveway, in a legal garage or in another area of the private residential property that is does not require access over, through or around a curb.
(c) 
Limited exceptions may be made by the Mayor, Chief of Police or Borough Manager in the event of an emergency or other short-term exigent circumstance.
(4) 
Private driveways. All new private driveways must be constructed consistent with Borough rules, regulations and standards pertaining to street, driveways and sidewalks.
(5) 
Curb cuts. All new or proposed rehabilitated curb cuts must be constructed consistent with Borough rules, regulations and standards pertaining to streets, curb cuts and sidewalks.
It shall not be lawful hereafter to park any vehicle of greater width than a passenger automobile, maximum width seven feet; nor higher than a maximum of seven feet; nor capacity of more than one ton, any time between 9:00 p.m. and 6:00 a.m. on any street or alley within the Borough of Avalon.
Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Chief of Police all violations of any provision of this article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he will pay the fine within seven days after the time of the notice, or if he will place the fine enclosed within the envelope provided that act will save the violator from prosecution.
