This article shall be known and may be cited as the "Street Naming Ordinance."
A. 
The purpose of this article is to enhance the Blair County E9-1-1/Emergency Communications System. This article provides for a uniform county-wide system for the following matters:
(1) 
Naming of streets and roadways;
(2) 
Fabrication, erection and maintenance of street and roadway name signs;
(3) 
Address requirements;
(4) 
House numbers.
B. 
This article is intended to assist fire companies, rescue companies, ambulance companies, law enforcement agencies, the United States Postal Service, and the general public in the efficient provision of services to residents and businesses of Blair County.
The Board of Supervisors is hereby designated as the agent of the Blair Township and is responsible for the administration, implementation and enforcement of this article.
The agent shall establish street names as chosen by the municipality, or land developer or landowner, and street or house numbers in accordance with the guidelines as set forth and described in the Blair County Street Naming and Addressing Guidelines (attached and made part of this article by reference thereto).[1]

A. 
Whenever the agent has reason to believe there has been a violation of any provision of this article, the agent, or the designee of the agent, shall give notice to the person or party failing to comply and order said person or party to take corrective action or measures within 30 days from the date of notification.
B. 
If such person or party fails to comply with the duly issued order, the agent or the designee of the agent shall initiate necessary actions to terminate the violation through criminal and/or civil measures.
C. 
Penalties. Any person who violates or permits a violation of this article shall, upon being found liable therefor in a civil enforcement proceeding commenced by the Township before a Magisterial District Judge, pay a fine of not more than $600, plus all court costs, including reasonable attorneys’ fees, incurred by the Township in the enforcement of this chapter. No judgment shall be imposed until the date of the determination of the violation by the Magisterial District Judge. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable Rules of Civil Procedure. Subsequent to the thirty-day period following a notification of violation, each day of violation shall constitute a separate violation. Further, the appropriate officers or agents of the Township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.[1]
