A. 
This article is adopted pursuant to the provisions of the Municipal Home Rule Law of the State of New York, including, but not limited to § 10 thereof. Town Law § 20(1)(a) provides that every Town of the first class shall have an office of Receiver of Taxes and Assessments. Section 37 of the Town Law sets forth the powers and duties of the Receiver of Taxes and Assessments. Section 10(1)(ii)(a)(1) of the Municipal Home Rule Law authorizes the adoption of local laws with respect to the powers and duties of officers and employees of a town.
B. 
The Town of Saugerties finds and declares that for purposes of governmental efficiency and the benefit and welfare of the community, additional duties beyond those prescribed by Town Law § 37 can be handled and performed by the Receiver of Taxes and Assessments. Accordingly, and based upon the authority of the Town of Saugerties to regulate, manage and control the property, affairs and government of the Town and enact laws in furtherance thereof, including, but not limited to Town Law § 64 and Town Law § 130, and the Municipal Home Rule Law § 10, the Town of Saugerties adopts this article in furtherance of governmental efficiency and for the benefit and welfare of the Town and its residents.
In addition to the powers and duties of the Receiver of Taxes and Assessments as set forth in § 37 of the Town Law, the Receiver of Taxes and Assessments of the Town of Saugerties shall have the following additional powers and duties:
A. 
Bookkeeping and accounting duties, including but not limited to:
(1) 
Accounts payable.
(2) 
Payroll.
(3) 
Human resources.
(4) 
Workers' compensation claims.
(5) 
Escrow accounts.
(6) 
Health insurance administration.
(7) 
Cash receipts.
(8) 
Monthly spreadsheets and worksheets.
This article shall in no way limit or eliminate the powers and duties of the Receiver of Taxes and Assessments as otherwise prescribed by any law of the State of New York.
