(a) 
Composition. The traffic authority of the City of Willimantic shall be composed of the Chief of Police, the city engineer and the superintendent of streets.
(b) 
Powers and duties. The traffic authority shall have all the powers and duties as specified in General Statutes.
(c) 
Determination of loading zones. The traffic authority is hereby authorized to determine the location of passenger and freight curb loading zones and shall place and maintain appropriate signs indicating the same and stating the hours during which provisions are applicable.

(a) 
The Willimantic traffic authority shall determine the location of parking and no parking zones on all public streets within the Willimantic service district.
(b) 
Any person operating motor vehicles or other vehicles in violation of any of the provisions or regulations of the traffic/parking authority establishing parking in no parking zones shall be fined as follows:

(a) 
Loading and unloading zones shall be established by the traffic/parking authority of the City of Willimantic.
(b) 
Any person operating motor vehicles or other vehicles in violation of regulations of the traffic/parking authority pursuant to this section shall be fined in accordance with Section 13-22.

(a) 
The parking authority be and hereby is authorized to collect and receive all revenue from parking meters located on public streets in the City of Willimantic.
(b) 
The revenue from such on-street meters shall be used by the parking authority for the regulation and control of the parking of vehicles in parking meter on-street and off-street zones, for the cost of purchase, installation, operation, inspection, supervision and maintenance of parking meters, for acquiring, operating and maintaining off-street parking facilities and to fulfil pledges made under the provision of G.S. 7-206 for the payment of bonds.
(c) 
All parking meters existing on the date of April 10, 1972 shall become the property of the parking authority.

(a) 
Generally. Parking spaces for the handicapped shall be located as close as possible to elevators, ramps, walkways and entrances, and so located that the handicapped person is not compelled to wheel or walk behind parked vehicles to reach entrances, ramps, walkways and elevators. The exact location of the parking spaces shall be designated by the traffic authority or their designee.
(b) 
Marking of spaces. Each such space designated for handicapped parking shall be not less than 15 feet in width, including three feet of cross hatch, unless the same would create a nonconforming condition, in which event, the existing parking stall width shall be permitted. Each space shall be designated by above grade signs with white lettering against a blue back-ground and shall bear the words "HANDICAPPED PARKING STATE PERMIT REQUIRED." Such signs shall be erected, installed and maintained by and at the expense of the owner, operator, lessee or tenant of the site and shall further indicate that unauthorized use of said space shall subject the violator to a fine. If the signs and markings called for herein are not installed within 30 days after written request by the traffic authority, the city may proceed to install the same and impose the costs thereof against the owner of the site.
(c) 
Penalty. Whenever any vehicle shall be found parked in violation of this regulation, any Willimantic police officer may issue a citation for such violation, which citation shall provide for a fine of $25 payable to the City of Willimantic and remitted to the Tax Collector within seven days of the citation date. If any fine is not paid within seven days, a penalty in an amount equal to the fine shall immediately become due and payable in addition to the original fine and a warrant may be issued for the arrest of the violator.
(d) 
Owner's responsibility for violations. The registered owner of any vehicle parked in violation of this section shall be presumed to be the operator at the time of the violation.

(a) 
Fire zones and lanes shall be established by local enforcing authorities. Parking of motor vehicles or otherwise obstructing fire lanes, shall be prohibited at all times.
(b) 
The no parking, no standing or obstruction of fire lanes and or fire zones as of the first day of October 1980, shall include all new and existing nonresidential sites that have parking areas for 10 or more vehicles, including but not limited to shopping centers, office buildings, commercial buildings, mercantile buildings, warehouses, storage buildings, manufacturing buildings, convalescent homes, hospitals, schools, and public buildings.
(c) 
The intent of this section is to require that fire zones or lanes be established for all premises open to the public. The actual establishing of such lanes and/or zones relative to size, location, size design, is to be determined by the Fire Chief of Willimantic Fire Department and enforced by the local enforcing authority.
(d) 
Any vehicle, parked, standing or otherwise obstructing any designated fire zone and/or fire lane within the City of Willimantic shall be fined the sum of $25.

When a parking space is diagonal to the curb or sidewalk, any vehicle parked or standing in such parking space shall be parked or shall stand with the foremost part of such vehicle nearest to the curb.

Where lines and markings are painted or placed upon the curb, sidewalk and/or upon the streets for the purpose of designating the parking spaces for which said space is to be used, each vehicle shall park or stand within the lines or markings so placed. It shall be unlawful and a violation of this article to park or stand any vehicle across such line or marking or to park or stand said vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

It shall be unlawful for any person or operator to cause, allow, permit or suffer any vehicle registered in the name of, or operated by such person, to be parked or to stand overtime or beyond the period of legal parking or standing time established for any parking space as described in this division.

(a) 
It shall be the duty of the police officers of the City of Willimantic or any employee authorized by the traffic/parking authority to enforce the parking regulations of the City of Willimantic, to report:
(1) 
The state license number of each vehicle.
(2) 
The length of time during which such vehicle is parked or standing in violation of any of the provisions of this article at the time of his inspection.
(3) 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
(b) 
Each police officer or designated and employee shall also place on such vehicle a notice to the owner thereof that such vehicle has been parked or has been standing in violation of the provisions of this article.
(c) 
The duties of the police officers referred to in this section may be delegated to employees of the City of Willimantic by the Chief of Police.

Whenever any vehicle shall be found parked in any parking space whether located in an off-street parking facility or on a public street and such vehicle has been so parked for a period beyond the period of legal parking time established for such space by the traffic/parking authority or shall be found parked in any driveway entrance, exit or restricted area maintained or operated by the City of Willimantic or shall be found parked in violation of any of the provisions of any resolution, ordinance, rule or regulation, of the traffic/parking authority or the City of Willimantic, a police officer or any employee authorized by the traffic/parking authority may serve upon the owner or operator of such vehicle or attach to such vehicle a notice directing the owner or operator thereof to appear at the office of the Chief of Police of the City of Willimantic before the time specified in such notice.

Any person violating or assisting in the violation of any of the provisions of this division, shall upon conviction thereof be punished as provided in Section 1-7.

After 14 days penalty doubles.
The departmental, vendor, soliciting street fest and parking permit fees are effective July 1, 2009 and the parking ticket fees are effective immediately per ordinance. This section supersedes any and all other ordinances.
