Any person who violates the provisions of this Chapter may be prosecuted in a court of law having jurisdiction of such matters and, upon conviction, shall be deemed guilty of an ordinance violation punishable by a fine of not less than one dollar ($1.00) nor more than five hundred dollars ($500.00) or imprisonment not exceeding ninety (90) days, or both such fine and imprisonment.

A. 
In addition to all other penalties provided by law, any person who violates any provision of this Chapter shall be subject to the order of the Code Enforcement Official and the City Manager of the City of Charleston to pay the following administrative fines:
1. 
Administrative fine of fifty dollars ($50.00) for any registration of a residential rental property or dwelling unit located therein after a new or different tenant has occupied such property.
2. 
Administrative fine of one hundred dollars ($100.00) for any on-site inspection of a residential rental property or dwelling unit located therein after a tenant has occupied such property but before an occupancy permit has been issued.
B. 
The City Manager may, in his discretion, waive or reduce any administrative fine.
