For the purpose of protecting the total community investment in recreation areas, facilities and programs and to obtain the greatest amount of good living for all age groups in the Borough of Red Lion, the Borough of Red Lion hereby establishes a Recreation Board.

1. 
The Board shall consist of nine members; at least one such member shall be a member of the Red Lion Borough Council; one such member shall be a member of the Red Lion Area School Board and shall be designated by the Red Lion Area School Board; and one member shall be a member of the Board of Directors of the Red Lion Youth Center or its designate.

The members of the Board shall be appointed by the Borough Council and shall serve for terms of five years or until their successors are appointed, except that the members of the Board first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter.

The Recreation Board shall supervise and maintain public recreation areas, facilities and programs, shall coordinate recreational activities in the Borough of Red Lion and shall possess all the powers and be subject to all the responsibilities provided by the Borough Code, 53 P.S. § 45101 et seq., as amended from time to time.
