Parking meter zones are established along certain streets in the Borough of Red Lion as designated and described in Schedule XX (§
15-923), except for those spaces and locations within those parking meter zones where parking, now or in the future, as the case may be, is prohibited.

It shall be unlawful for any person to park a vehicle or to
allow it to be parked on any part of a street established as a parking
meter zone at any time between 9:00 a.m. and 6:00 p.m., Monday through
Thursday; 9:00 a.m. and 9:00 p.m., Friday; or 9:00 a.m. and 6:00 p.m.,
Saturday, for longer than two hours total. The requirements of this
Part as to the parking time limit and as to the deposit of coins in
parking meters shall not apply on legal holidays recognized by the
Borough.

Parking meters installed in the parking meter zones shall be
placed upon the curb, sidewalks, or area immediately adjacent to the
parking spaces provided in this Part. Each parking meter shall be
so placed or set so as to show that the parking space adjacent to
that meter is or is not legally occupied. Each parking meter installed
shall indicate by a proper legend the legal parking time established
by the Borough for that space, and when the adjacent space is occupied
by a vehicle, the parking meter shall indicate on and by its dial
and pointer the duration of the period of legal parking and, on the
expiration of that period, shall indicate illegal parking or overparking.

When any vehicle shall be parked in any parking space alongside
or next to which a parking meter is located, at any time in the period
of limited parking as prescribed by this Part, the driver of such
vehicle shall, upon entering the said parking meter space, immediately
deposit or cause to be deposited in said meter such proper coin of
the United States of America as is required for such parking meter
and as is designated by proper directions on the meter, and when required
by the directions on the meter, the operator of such vehicle, after
the deposit of the proper coin, shall also set in operation the timing
mechanism on such meter in accordance with directions properly appearing
thereon, and failure to deposit such proper coin and to set the timing
mechanism in operation when so required shall constitute a violation
of this Part. Upon the deposit of such coin (and the setting of the
timing mechanism in operation when so required), the parking space
may be lawfully occupied by such vehicle during the period of time
which has been prescribed for the part of the street in which said
parking space is located, provided that any person placing a vehicle
in a parking meter space adjacent to a meter which indicates that
unused time has been left in the meter by the previous occupant of
the space shall not be required to deposit a coin so long as his occupancy
of said space does not exceed the indicated unused parking time. If
said vehicle shall remain parked in any such parking space beyond
the parking time limit set for such parking space and if the meter
shall indicate such illegal parking, then and in that event such vehicle
shall be considered as parking overtime and beyond the period of legal
parking time, and such parking shall be deemed a violation of this
Part.

Lines and/or markings shall be painted or placed upon the curb,
sidewalk, or roadway adjacent to each meter for the purpose of delineating
the parking space for which that meter shall be used. Every vehicle
parked at any parking meter shall be parked wholly within the lines
or markings so placed and applicable to that meter. It shall be unlawful
and a violation of this Part for any person to park a vehicle across
any such line or marking or to park a vehicle in such a position that
the vehicle is not wholly within the area designated by those lines
or markings.

1. It shall be unlawful and a violation of the provisions of this Part
for any person to:
A. Cause, allow, permit, or suffer any vehicle registered in the name
of or operated by such person to be parked overtime or beyond the
period of legal parking time established for any parking meter zone
as herein described or to deposit in any parking meter any coin for
the purpose of parking beyond the maximum legal parking time for the
particular parking meter zone.
B. Permit any vehicle to remain or be placed in any parking space adjacent
to any parking meter while said meter is displaying a signal indicating
that the vehicle occupying such parking space has already been parked
beyond the period prescribed for such parking space.
C. Park any vehicle across any line or marking of a parking meter space
or in such position that the vehicle shall not be entirely within
the area designated by such lines or markings.
D. Deface, injure, tamper with, open or willfully break, destroy, or
impair the usefulness of any parking meter installed under the provisions
of this Part; although, nothing in this subsection shall apply to
the servicing or opening of parking meters by officers, employees,
or police officers of the Borough under the direction of the Mayor
or Council.
E. Deposit or cause to be deposited in any parking meter any slug, device,
or metal substance or other substitute for lawful coins.
F. Park or permit the parking of any vehicle in any parking meter space
where the meter does not register lawful parking.

1. It shall be the duty of the police officers of the Borough or of
any other officer or employee of the Borough designated as parking
enforcement personnel, acting under the direction of the Mayor or
Borough Manager or Assistant Borough Manager, to report:
A. The number of each parking meter which indicates that the vehicle
occupying the parking space adjacent to that parking meter is or has
been parked in violation of any of the provisions of this Part.
B. The data and hour that the violation was observed and reported.
C. The identifying numbers and/or letters on the registration plate
and the name of the state or province that issued the plate.
D. Any other facts, acknowledge of which is necessary or helpful for
arriving at a thorough understanding of the circumstances attending
such violation.
2. The police officer or other parking enforcement person making the
report shall also place upon such vehicle a notice to the owner or
driver thereof that such vehicle has been parked in violation of a
provision of this Part, and informing the owner or driver, as the
case may be, that if he will report to the office of the Mayor or
Borough Manager or Assistant Borough Manager within 48 hours of the
time of issuance of the notice and pay, for the use of the Borough,
a sum to be set by resolution and as amended from time to time, that
action will save the violator from prosecution and from payment of
the fine and costs prescribed in this Part.

1. Any person who violates any provision of this Part, except for §
15-606, Subsection 1D, shall, for every such violation, upon conviction, be sentenced to pay a fine, as set forth by resolution and as amended from time to time, and the costs of prosecution, provided that if any such person appears at the Borough office within 48 hours after the time shown on the notice, as provided in §
15-607 of the Part, and makes the necessary payment, that payment shall be in lieu of the penalties prescribed by this subsection.
2. Any person who violates any provision of §
15-606, Subsection 1D, shall, upon conviction, be sentenced to pay a fine, as set by resolution and as amended from time to time, and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than 30 days.
