A.
At the annual reorganization meeting, the Mayor and Council shall,
by resolution, establish such Council committees as it deems necessary
and advisable. The membership, purpose and responsibilities of each
Council committee shall be set forth in the resolution. Each Council
committee shall consist of at least two Council members, but in no
event sufficient number to constitute a quorum. The Mayor and Council
may, by resolution, modify and/or abolish any Council committee.
B.
The Council committees are appointed to expedite and facilitate the
work of the Council, within the limits prescribed by law. To that
end, a Council committee shall review any matter or question referred
to it by the Council and report to the Council for its consideration
on any such matter or questions with or without recommendations. Council
committees shall perform such other duties as may be necessary in
the exercise of their responsibilities as the Council may direct.
Council committees should hold regular meetings to ensure effective
Council communication.
The Mayor shall have the discretion to establish such special
committees for purposes other than those included in the duties of
the Council committees as he or she deems necessary and advisable.
The membership, purpose and responsibilities of any such committee
shall be set forth by resolution.
The Council shall have the discretion to establish by resolution
such advisory committees as it deems necessary and advisable to assist
in those aspects of government that require community involvement.
The Council shall appoint at least one Council member to serve as
a liaison to each advisory committee. The membership, purpose and
responsibilities of any such committee shall be set forth by resolution.
The Council shall appoint by resolution Council representatives
to serve as liaisons to such commissions, agencies, authorities and/or
organizations as it deems necessary and advisable. The liaison shall
attend and observe the meetings of such boards, commissions, agencies,
authorities or organizations to which the liaison has been assigned
and report back to the Council with regular updates on the principal
activities and achievements of same.
