A. 
The powers, training and other requirements for peace officers under New York Criminal Procedure Law, Article 2 and other statutes, orders, rules and regulations duly promulgated relating to auxiliary police are hereby conferred upon members of the auxiliary police of the City of Mount Vernon, New York, subject to such limitations as are contained in said Article 8 of the New York State Defense Emergency Act (Chapter 784 of the Laws of 1951).
B. 
When called for duty, the said auxiliary police shall possess the powers and perform the duties as provided in Article 2 of the Criminal Procedure Law of the State of New York and shall be subject to the orders, rules and regulations of the Mount Vernon Police Department.
C. 
The said auxiliary police shall serve without compensation, shall not be considered members of the regular police force of the City of Mount Vernon and shall be used only in cases of necessity or emergency.
