The Fire Department of the City of Kennett shall consist of different companies under the command of officers to be designated, respectively Chief of the Fire Department, Assistant Chief of the Fire Department, Captains and Lieutenants of the Fire Department. Said companies shall consist of as many firefighters as the Council shall from time to time deem necessary.

The Chief of the Fire Department shall be appointed by the City Council, upon recommendation of the Fire Committee. He/she shall be a person of good moral character, and shall not be less than twenty-one (21) years of age.

The Chief of the Fire Department shall select the Assistant Chief, Captains, Lieutenants and other firefighters of the department, by City policy and with the consent of the Fire Committee of the City Council, and said members so selected shall hold their office at the will of the Chief of the Fire Department.

It shall be the duty of the department to care for all apparatus entrusted to it, and all buildings in which the equipment may be kept.

The department may adopt rules and regulations and operating guidelines for its operations, subject to the ordinances of said City, as they may deem best calculated to accomplish the mission herein contemplated, and to impose reasonable penalties for non-attendance at meetings or for disobedience or offense against any ordinance, rule or regulation of said department.

A. 
The Fire Department of the City of Kennett, Missouri, is hereby authorized and empowered to respond to all emergency calls originating from outside the City limits of Kennett, Missouri, as they deem advisable.
B. 
There shall be established a base fee of one thousand dollars ($1,000.00) for the provision of fire services to residents outside the City of Kennett. The department may make additional charges as necessary for such other services as provided, including but not limited to the use of a second truck or additional firefighters and equipment.
C. 
The Fire Department of the City of Kennett, Missouri, is and shall be authorized and permitted to enter into mutual-aid with the Fire Departments of other municipalities, for the provision of mutual assistance in the combat of large fires and other emergencies.

A. 
The Fire Department shall establish and charge a fee for the provision of emergency services, including, but not limited to, fire services and medical services, inside the City limits.
B. 
All fees provided by this Section, which are held on file in the City offices, are user fees and the amounts of any increase or the amount of any new fee is calculated to offset the cost to the City of providing these services to the users thereof.

A. 
A service charge of one hundred dollars ($100.00) shall be charged and collected by the Kennett Fire Department for all health and safety inspections conducted by department personnel on all child-care facilities or locations not licensed or certified by the State of Missouri.
B. 
All service charges collected pursuant to this Section shall be deposited into a fund maintained for the training, certification and recertification of personnel for fire inspection and investigation.
