It shall be a violation of this article for any person to keep a dog, either inside or outside, where its barking may disturb the quiet of the neighborhood. It shall be presumed that the quiet of the neighborhood is disturbed when a dog barks, howls or makes other loud noises continually for more than 15 minutes at a time or intermittently for more than 30 minutes..
A. 
A person violating this article shall first receive a written warning from a police officer.
B. 
A subsequent violation within 30 days of a prior written warning shall be subject to the issuance of a citation for a summary offense from a police officer. The amount of the citation shall be $50 plus costs. Each incident shall constitute a separate violation.
C. 
Any person who appeals a citation and is thereafter found guilty of a summary offense by a Magisterial District Judge shall pay a fine not to exceed $300, together with costs. Each day of a violation shall constitute a separate offense.
