The qualified voters of the City of Portageville shall elect some suitable person as Police Chief of said City, who shall hold his/her office for the term of four (4) years and until his/her successor is elected, commissioned and qualified. No person shall be elected to the office of Police Chief who is not a qualified voter of the City of Portageville and a resident thereof for six (6) months next preceding his/her election and who has not attained the age of twenty-five (25) years.

A. 
The person holding the office of Chief of Police shall also hold the position of Portageville Safety Officer and shall perform the duties prescribed therefore in addition to his/her duties as Chief of Police.
B. 
The compensation for the Portageville Safety Officer shall be five hundred dollars ($500.00) per month and shall be in addition to the salary prescribed for the Chief of Police.

The Police Chief shall have power at all times to make or order an arrest, with proper process, for any offense against the laws of the City or of the State, and to keep the offender in the City prison or other proper place to prevent his/her escape until a trial can be had before the proper officer, unless such offender shall give a good and sufficient bond for his/her appearance for trial. The Police Chief shall also have power to make arrests without process, in all cases in which any offenses against the laws of the City or of the State shall be committed in his/her presence.

The Assistant Chief of Police shall be appointed by the Mayor, by and with the advice and consent of a majority of all of the members elected to the Board of Aldermen, and said Assistant Chief of Police shall serve at the pleasure of a majority of all of the members elected to the Board of Aldermen.

The Police of the City may be appointed in such numbers, for such times and in such manner as may be prescribed by ordinance. They shall have power to serve and execute all warrants, subpoenas, writs or other process and to make arrests in the same manner as the Police Chief. They may exercise such powers in areas leased or owned by the municipality outside of the boundaries of such municipality. The Police Chief and Policemen shall be conservators of the peace and shall be active and vigilant in the preservation of good order within the City.
