The purpose of this article is to provide for the establishment of rules and regulations for the use and conduct of activity within Spring Valley Park, so as to provide a safe, healthy and orderly use of the park and its facilities.
The Clinton Township Board of Supervisors shall, from time to time by resolution, establish and/or amend rules and regulations for the use and conduct of Spring Valley Park.
The rules and regulations established by resolution of the Clinton Township Board of Supervisors may be enforced by any law enforcement agency and/or any duly authorized representative of Clinton Township who is charged with the administration and enforcement of this article.

Any person who violates or permits a violation of this article shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not less than $100 nor more than $1,000, plus costs of prosecution, and the actual cost for restitution in the event of any damage to park property. In default of payment thereof, the defendant may be sentenced to imprisonment for a term not exceeding 90 days. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this article that is violated shall also constitute a separate offense.
If any section or part thereof, sentence, clause or phrase of this article shall be held to be unconstitutional or invalid, the remaining provisions thereof shall, nevertheless, remain in full force and effect.
