It shall be unlawful for any person to carry on the business of a peddler, junkman or hawker for the purpose of soliciting, buying or selling any article of merchandise without having obtained a license for such purpose. No such license shall be required of farmers and gardeners for selling the produce of their farms owned or occupied by them, nor of milkmen, grocers, butchers or other retail merchants for carrying on their business from a store.
An application for a license to pursue such business shall be filed with the Borough Clerk and shall show the name of the applicant, post office address, nature of the business to be conducted and such other information as the Council may deem necessary or proper.
The license required by this article shall be numbered and such license number shall be displayed or painted upon the outside of both sides of each vehicle used in the business for which such license shall be granted. Every person so licensed and the driver or pusher of every vehicle shall, while engaged in such business, wear in a conspicuous place upon his person a badge with the corresponding number thereon. The license shall on its face disclose the name and address of the licensee, the object for which it is given, the number of the license and the date when the license shall expire.
The license required by this article shall be issued to and in the name of the proprietor of the business aforesaid and shall be issued for one year from the first day of January of the year of such issuance.
The license fee shall be $25, payable with the application.
Any license issued under the provisions of this article may be suspended or revoked by the Mayor and Council, after notice and hearing, for cause.

A. 
No person licensed under the provisions of this article and no person in the employ of such licensee shall, in the conduct of his business, remain in one place upon any sidewalk or any street or other public place for more than five minutes. When requested to move by a police officer or the owner or occupant of the premises in front of or opposite such place, the person so requested to move shall immediately move to a point no less than 250 feet distant from the place from which he was requested to move.
B. 
No person licensed under the provisions of this article and no person in the employ of such licensee shall conduct his business in such way as to obstruct traffic or cause damage to any person nor solicit customers or proclaim merchandise for sale in a loud or boisterous manner.

A person or corporation violating any of the provisions of this article shall, upon conviction thereof, be subject to a fine not exceeding $500 or to imprisonment in the county jail for a period not exceeding 90 days, or both. Each day a violation of this article continues shall constitute a separate offense.
