All requests for placement of a trailer on fire-damaged premises
for living purposes shall be channeled through the office of the Construction
Code Official and the Health Officer and, in the absence of the latter,
through the Council President.
The foregoing individuals shall have the authority to authorize
the placement of a trailer for living purposes on the premises of
fire-damaged property when and if the approval of Mayor and Council
is not readily available.
