All landscapers operating within the Borough of Roselle shall
pay an annual fee of $20 and register with the Superintendent of Public
Works on forms provided for that purpose by said Superintendent of
Public Works within 30 days from the effective date of this chapter.
Failure to comply with the requirement of the foregoing section
shall constitute a violation of this chapter and subject the violator
to a penalty of not less than $25 nor more than $100.
This chapter shall be enforced by the Superintendent of Public
Works or his designee or the Roselle Police Department.
