A. 
Garbage container units shall not be parked on Borough roadways except as hereinafter set forth to the contrary.
B. 
Garbage container units shall be stored on private property when at all possible.
C. 
In those instances when it is not possible to locate the garbage container unit on private property, it may be placed in the Borough roadway in a location approved by the Chief of Police or his designee.
A. 
When said garbage container units have been approved for location on the Borough roadway, proper safeguards shall be provided to guarantee the public safety.
B. 
The proper safeguards hereinbefore referred to shall include a flashing amber light affixed to the garbage container unit as well as permanently affixed red reflectors.
In addition to the foregoing, the contractor locating the garbage container unit in the Borough roadway shall provide the Chief of Police or his designee with a current certificate of liability insurance coverage said unit.
When a garbage container unit is placed on the Borough roadway, a deposit of $100 shall be placed with the Superintendent of Highways to ensure the proper cleanup of the area in which the garbage container unit is placed when the latter is removed therefrom.
The deposit hereinbefore referred to shall be returned to the depositor following inspection of the site by the Superintendent of Highways or his designee, who will certify to the proper cleanup of said area upon the removal of the garbage container unit.
