All trash haulers and recyclers operating within the Borough of Roselle pay a fee of $20 and register with the Superintendent of Public Works on forms provided for that purpose by said Superintendent of Public Works within 30 days from the effective date of this article; also, any roll-offs within the Borough of Roselle must obtain a permit and pay a fee of $25 and register with the Superintendent of Public Works.
All trash haulers and recyclers coming into the Borough of Roselle thereafter for purposes of operation shall register with the Superintendent of Public Works on forms provided for that purpose by said Superintendent of Public Works within 30 days from their entry into the Borough of Roselle for purposes of operation.
All trash haulers and recyclers are to provide the Borough of Roselle with monthly timely reports as to the volume of material (tonnage) collected, recyclables only.
Failure to comply with the requirement of the foregoing sections shall constitute a violation of this article and subject the violator to a penalty of not less than $25 nor more than $100.
This article shall be enforced by the Superintendent of Public Works or his designee or the Roselle Police Department
