The following tract or parcel of land lying, being situated in Malden, Dunklin County, Missouri, and belonging to the City, is hereby designated, appropriated and set apart as a City Public Park and children's playground:
All that tract situated in Section Number Fifteen (15) in Township Number Twenty-Two (22), Range Ten (10) East, beginning at a point two hundred eight (208) feet south of the northwest corner of the northeast quarter of the northwest quarter of said Section Fifteen (15), and running thence east four hundred ten (410) feet, thence south two hundred twelve (212) feet five and seven-eighths (5 7/8) inches, thence west four hundred ten (410) feet, thence north two hundred twelve (212) feet five and seven-eighths (5 7/8) inches to place of beginning, containing two (2) acres.

The park and playground established by this Article shall be under the supervision and management of the Park and Recreation Board as set out in Chapter 135, Article I.

The park and playground established by this Article shall at all times be open to the free and public use for recreation, park and children's playground purposes, under rules made and established by resolution or order of the City Council, unless it be closed temporarily for some particular reason or purpose.

The park and playground established by this Article shall be maintained, and improved from time to time, from whatsoever funds that may be appropriated by the City Council for that purpose.
