[HISTORY: Adopted by the Town Board of the Town of Rome as Sec. 2.05 of the prior Code. Amendments noted where applicable.]
A. 
Appointment. Prior to appointment of a member to a Commission or a Board, the Town Board shall advertise for the position in the official local newspaper and post a notice at the Town meeting posting sites. Resumes must be submitted with qualifications and previous employment experience. Applicants will be interviewed and appointed by the Town Chairperson, subject to confirmation by the Town Board.
B. 
Reappointment. Sixty days before a member's term expires, the respective Commission or Board Chair shall notify in writing the Town Board and the member the term expiration date. If the member indicates an interest in reappointment, a letter of interest must be submitted along with a resume if there is not a resume on file. All other members of the body shall complete a written evaluation and recommendation to be forwarded to the Town Board. If at any time it is apparent a Commission or Board member is unsuitable or unable to objectively carry on Commission or Board business, the Town Board is empowered to request the member's resignation and may remove a member if authorized by Wisconsin law. Members may be removed only by a majority vote of the Town Board for cause upon written charges and after a public hearing.
C. 
Compensation. Members shall receive a per diem as set by the Town Board by resolution and receive reimbursement for expenses as determined from time to time by the Town Board.
D. 
Quorum requirements. If a quorum is present, the Commission or Board may take action by a majority vote of the members present.
A. 
Appointment. A Board of Appeals is hereby created pursuant to § 62.23(7)(e), Wis. Stats. The Board of Appeals shall be organized as required under § 62.23(7)(e), Wis. Stats.
B. 
Powers. The Board of Appeals shall have the duties, powers and authority delegated to such bodies in § 62.23(7)(e), Wis. Stats., and in the Town Code.
C. 
Records. The Zoning Administrator shall draft and maintain records of all actions of the Board of Appeals as approved by the secretary of the body.
A. 
Appointment. A Plan Commission is hereby created pursuant to § 62.23(1), Wis. Stats. The Plan Commission shall be organized as required under § 62.23(1), Wis. Stats.
B. 
Powers. The Plan Commission shall have the duties, powers and authority delegated to such bodies in § 62.23, Wis. Stats., and in the Town Code.
C. 
Records. The Zoning Administrator shall draft and maintain records of all actions of the Plan Commission as approved by the secretary of the body.
A. 
A Police and Fire Commission (PFC) is hereby created pursuant to § 60.57(1)(c), Wis. Stats. The PFC shall be organized as required under § 62.13(1), Wis. Stats.
B. 
Records. The secretary shall provide, at the Town Board's request, a summary of all such proceedings and shall annually, prior to the first day of April of each year, submit a summary of the year's activities.

A. 
Creation and membership. There is hereby created a Town of Rome Utilities Committee. The Utilities Committee shall be comprised of five members, organized as three adult residents of the area of the Town where curbside service of the utility is available, one adult resident of the area of the Town where curbside service is not available, and one member from the Town Board.
B. 
Term. Resident Committee members shall hold office for a term of three years, beginning the first day of May, except when the Utilities Committee is first constituted, resident members shall be appointed for terms which shall expire successively one each year on each succeeding first day of May. Supervisor members of the Committee shall be appointed by the Town Chairperson with the majority approval of the Town Board beginning the first day of May, for a term expiring with the expiration of his or her term as Supervisor.
C. 
Recordkeeping. The Utilities Committee shall keep a written record of its proceedings, to include all actions taken. A copy of this record shall be filed with the Town Clerk/Treasurer. Additionally, the Chairperson of the Committee shall annually, prior to the first day of April of each year, submit a summary of the year's activities to the Town Board.
D. 
Powers and duties. The Utilities Committee shall be an advisory committee to the Town Board, and provides recommendations to the Town Board on issues regarding the Town of Rome Utilities. The Committee shall provide review and recommendations regarding:
(1) 
Rome Water Utility policy and long-term planning, including public improvement construction, contracts and long-term capital improvements;
(2) 
Recommendations for the annual budget of the Town reflecting needed Utility expenditures;
(3) 
Prepare, adopt, and as necessary, amend a long-range plan projecting the needs of installation and establishment of municipal sanitary sewer services;
(4) 
Discussing issues of safety, function, maintenance needs, and policy concerning water and sewer utilities;
(5) 
Recommending Utility ordinance amendments;
(6) 
Utility rate changes; and
(7) 
Any other matter the Town Board or Administrator may refer.
Sec. 7.30, Wis. Stats., as modified in § 34-2 of the Code of the Town of Rome, shall govern the appointment of election officials.
A. 
A Library Board is hereby established pursuant to §§ 43.52 and 43.54, Wis. Stats. The Library Board shall be organized as required under § 43.58, Wis. Stats. The Library Board shall consist of seven members, as follows: five members must be residents, two of the seven members may be a nonresidents and one of the seven shall be a school administrator, or the administrator's representative, to represent the public school district in which the public library is located. Not more than one member of the Town Board shall at any one time be a member of the Library Board.
B. 
Records. The Library Board shall make a report to governing body per § 43.58(6).
A. 
Appointment. A Community Development Authority has been created by Town Board resolution pursuant to § 66.1335, Wis. Stats. The Community Development Authority shall consist of seven adult residents of the Town who shall be appointed by the Town Chairperson, subject to confirmation by the Town Board. Commissioners shall be reimbursed their actual and necessary expenses, including local travel expenses incurred in the discharge of their duties, and may, in the discretion of the Town Board, receive other compensation. Appointees to the Community Development Authority may be removed only by a majority vote of the Town Board for cause upon written charges and after a public hearing.
B. 
Term. The terms of the Commissioners shall be as set forth in § 66.1335(2)(a)-(c), Wis. Stats., and shall commence on May 1.
C. 
Officers. The Authority shall have a chairperson, vice chairperson, treasurer and secretary, who are selected consistent with the Authority's bylaws.
D. 
Powers. The Community Development Authority shall have the duties, powers and authority delegated to such bodies in § 66.1335, Wis. Stats., as authorized in Town of Rome Resolution No. 06-01 and any amendments thereto, as stated in the Community Development Authority of the Town of Rome, Wisconsin, Bylaws and Rules of Procedure, and as provided in this Code.
E. 
Quorum requirements. A quorum for all meetings shall consist of four members and the presiding officer shall be included in such a count.
F. 
Records. The secretary of the Community Development Authority/Town of Rome Zoning Administrator shall be responsible for drafting and maintaining records of all actions of the Authority as required by state statute.

Creation and membership. There is hereby created and established a Town of Rome Parks and Recreation Committee. Said Committee shall have all the powers hereinafter enumerated and shall be composed of four adult resident members and one Town Supervisor, appointed by the Town Chairperson and subject to confirmation by the Town Board. The Town Administrator and Director of Public Works shall be ex officio members and serve as staff liaisons for Committee meetings.

B. 
Term. The terms of resident members shall be for four years each, except when the Parks and Recreation Committee is first constituted, said members shall be appointed for terms of one, two, three, and four years, and shall commence on May 1. The Supervisor member of the Committee shall be appointed by the Town Chairperson with the majority approval of the Town Board May 1 of each year, and shall serve as the Chair of the Park and Recreation Committee.
C. 
Records. The secretary shall provide, at the Town Board's request, a summary of all such proceedings and shall annually, prior to the first day of April of each year, submit a summary of the year's activities.
D. 
Powers and general duties.
(1) 
In an advisory capacity to the Town Board, the Parks and Recreation Committee shall undertake the planning, development, acquisition, expansion, disposition, maintenance and use of all parks and recreation facilities in the Town of Rome. Where applicable, recommended projects shall include a report of budgetary and departmental impacts.
(2) 
The Parks and Recreation Committee shall work to provide the broadest community benefit in its provision of parks and recreation activities in the Town and shall act to sustain, enhance and preserve the natural resources of the Town of Rome.
(3) 
The Parks and Recreation Committee shall make recommendations to the Town Board when it deems appropriate to make application for grant funds from state agencies for the purpose of creating or enhancing the Town's parks and related facilities and recreation programs.

A. 
Creation and membership. There is hereby created and established a Town of Rome Alcohol Beverage License Review Committee. Said Committee shall have all the powers hereinafter enumerated and shall be composed of five members, as follows: one Town Supervisor, the Town Administrator, the Chief of Police or the Chief's representative from the Rome Police Department, one resident member of the Town of Rome Community Development Authority, and one resident member of the Visit Rome, WI, Inc. Board of Directors who does not hold a current "Class B" intoxicating liquor license. The Town Clerk/Treasurer and Town Attorney shall be ex officio members and serve as staff liaisons for Committee meetings.
B. 
Term. The Town Supervisor member of the Committee shall be appointed by the Town Chairperson subject to confirmation by the Town Board for a one-year term, commencing May 1 of each year. The Community Development Authority member shall be appointed by the Community Development Authority by April 30 of each year, for a one-year term, commencing May 1 of each year.
C. 
Duties. The duties of the Alcohol Beverage License Review Committee shall be as follows:
(1) 
In an advisory capacity to the Town Board, the Alcohol Beverage License Review Committee shall investigate all retail alcohol license applications required to be submitted by the Code of the Town of Rome and the Wisconsin Statutes, except provisional licenses and operator's licenses reviewed by the Town Administrator. The Committee will present its recommendation to the Town Board, whenever necessary, for review and action. Where the Committee recommends that a license application not be approved, the Committee shall provide those reasons for recommending denial to the Town Board.
(2) 
The Alcohol Beverage License Review Committee will conduct fact-finding hearings, make findings of fact, conclusions of law and recommendations to the Town Board pertaining to the revocation, suspension, nonissuance or nonrenewal of alcohol beverage licenses, pursuant to § 125.12, Wis. Stats.
(3) 
Review appeals of the Police Chief's assessment of demerit points for alcohol beverage violations.
(4) 
Review the Town of Rome Alcohol License Ordinance provisions of Town Code Chapter 234 and make recommendations to the Town Board regarding revision of the same.
(5) 
To perform such other duties as are delegated under the Town of Rome Code of Ordinances or as may be assigned to the Committee by the Town Board.
D. 
Rules of procedure and policies. The Committee may adopt rules of procedure and policies, as necessary, to govern the review and recommendations regarding the granting and issuance of alcohol licenses. If the Committee adopts policies, it shall review them biennially. All Committee policies and revisions shall be submitted to the Town Board for approval. A copy of the Committee's approved policies shall be filed with the Town Clerk/Treasurer.
E. 
Records. The Alcohol Beverage License Review Committee shall keep minutes of its meetings and file with the Town Clerk/Treasurer. The minutes of the meetings and other records of the Committee shall be open to public inspection, except as otherwise provided by the Wisconsin Public Records Law, §§ 19.21 through 19.39, Wis. Stats.

If not defined herein, the word, term or phrase shall have the definition commonly accepted including a relevant definition contained in the Wisconsin Statutes. When not inconsistent with the context, the words used in the present tense include the future, words in the plural number include the singular number and words in the singular number include the plural number. The word "shall" is always mandatory and not merely directory:
PARK
All grounds, structures and watercourses which are or may be located within any area dedicated to the public use as a park, parkway, public boat landing, public lake access, recreation facility or conservancy district in the Town.
TOWN
The Town of Rome, Adams County, Wisconsin, or any duly appointed designate thereof, including, but not limited to, the Town Board and Town committees.
TOWN BOARD or BOARD
The present governing body of the Town or any successors to the legislative power of said body, or any duly appointed designate thereof.
