From and after the effective date of this article, no vehicle or mechanized equipment of any kind or type whatsoever including cargo, whether propelled or otherwise, shall be permitted to travel upon any road, street, or alley of West Pike Run Township, Washington County, Pennsylvania (as on Table below), provided that this prohibition shall not apply to any road in the Township which is owned and maintained by the Commonwealth of Pennsylvania.

Any person who shall violate any provisions of this article shall be guilty of a summary offense and upon conviction thereof before a magistrate having proper jurisdiction shall be fined not in excess of $500 or 30 days in jail or both. Each trip across any properly posted road shall be considered a separate and identifiable offense.
The Board of Supervisors of West Pike Run Township shall erect and install or cause to be erected and installed official signs bearing the words; "Road Restrictions. . . vehicles over 10 tons prohibited." The said signs shall be installed as follows: One such sign shall be erected at the extreme end on each road leading into the Township of West Pike Run.

The Township of West Pike Run shall provide heavy hauling permits to any person or corporation desiring the privilege of temporary use of this Township roads for a vehicle or mechanized equipment in excess of ten-ton gross weight limit. Such permit shall be issued at a base rate of $30 plus $0.10 per ton over the ten-ton gross weight limit and $0.10 per mile used on the Township road.
A. 
The Supervisors of the Township of West Pike Run shall issue a bond to any person or corporation who would desire the privilege of using the Township Roads on a regular basis with vehicles or mechanized equipment over the ten-ton weight limit. Such bond shall be at the discretion of the Township Supervisors and shall be placed in escrow and used for repairs to the Township Roads when damage is caused by such person or corporation utilizing the bonding privilege.
B. 
The user of the bonding privilege must sign a heavy hauling agreement with the Supervisors of West Pike Run Township, and also submit to the Board of Supervisors, a performance bond executed by a surety. A representative of the user and the Supervisors of West Pike Run Township shall inspect the Township Roads periodically to determine the extent of any damage done to the Township Roads due to the user.
This article is severable and should any section or provision hereof be declared invalid by any court of competent jurisdiction, such decision shall not affect the validity of the rest of the article, and it is hereby declared, to be the legislative intent of the Supervisors of West Pike Run Township, that this article is considered to be adopted as if such invalid provisions had not been included therein.
