Effective for fiscal year 2016 and all years thereafter, all
of the accounts of the Borough of Rankin shall be audited by an independent
auditor appointed each year by the Borough of Rankin Council, pursuant
to provision of the Pennsylvania Borough Code, 8 Pa.C.S.A. § 1005(7).

The appointed independent auditor shall be a certified public
accountant or firm of certified public accountants registered in Pennsylvania.

The Borough Council shall, annually, by resolution before the
close of the fiscal year, appoint an independent auditor to make an
independent examination of the accounts, records and other evidences
of financial transactions by the Borough and file a timely report
thereof with the Borough Council and perform all other duties and
exercise such powers as required in order to perform and file a Borough
audit report, for the fiscal year for which the independent auditor
is appointed, the form and content of which shall comply with all
applicable laws. The independent auditor shall additionally perform
all other duties and exercise such powers as required or conferred
by law.

Each resolution appointing an independent auditor shall state
the compensation to be paid from Borough funds for said services.

If any part or provision of this Part is held to be illegal,
unenforceable or unconstitutional, then the remaining parts and provisions
of this Part shall remain in full force and effect.

This Part shall take effect immediately upon adoption and be
effective retroactively, if necessary, in order to provide authorization
for the appointing of an independent auditor to perform and file any
and all yearly audits required to be performed and filed in order
for Rankin Borough to achieve and maintain compliance with applicable
law.
