No person shall scatter or deposit, dump, accumulate, dispose of, or cause or permit to be scattered, deposited, dumped, accumulated or disposed of, in any place in the Borough, either public or private or on any road, any refuse, cartons, paper, garbage, ashes, cans, bottles, litter or any decayed vegetable or animal matter, offal or waste material, substance or thing of any kind or character.

Nothing herein contained shall be construed to prevent any resident of the Borough from disposing on the premises on which he resides garbage, refuse or ashes of his own household, provided the same shall be forthwith covered with sufficient earth so that the same does not or will not constitute a nuisance or menace to health.

a. 
No person, owner, tenant or occupant of any premises shall permit any cesspool maintained thereon to overflow, or shall maintain the same in such a manner as to be dangerous or detrimental to health.
b. 
No person, owner, tenant or occupant of any premises shall permit any cesspool maintained thereon to drain or overflow into any brook or stream or upon any road or adjoining property.

No person, owner, tenant or occupant of any premises shall permit the formation or accumulation thereon of any pool of stagnant water.

Any person who fails to comply with or violates any of the provisions of this chapter, whether such person is acting as principal, agent or employee of a natural person or as agent, employee or principal of a corporation, shall, upon conviction, be liable for the penalty stated in Chapter BH1, Section BH1-3 for each and every violation. Each day that any person shall fail to comply with or violate any provision of this chapter shall constitute a separate offense and violation of this chapter.
