There is hereby created the Historical Commission of the Township of Aberdeen. There shall be no less than three (3) and up to nine (9) members of this Commission, including the Township Historian, who shall serve as the Chairperson of the Commission. The members of the Commission shall be appointed by the Township Council for one year terms, and shall serve without compensation.
Powers and Responsibilities. The Historian, acting in conjunction with the Commission, shall have the following powers and responsibilities:
a. 
To carry out an historical program, including but not restricted to collecting, preserving and making available materials relating to the history of the local unit. The Historian shall store such materials in such manner as to insure their preservation, and shall notify the Township Historical Commission, the State Archivist, New Jersey Historical Commission, County Historian and Township Council of any materials which shall be acquired for preservation. Upon leaving the position, the Historian shall turn over all materials and records and reports into the possession of the successor, if then appointed, or to the Township Manager on behalf of the Township Council until a successor shall be appointed.
b. 
The Historian shall make an annual report to the Township Manager and Township Council stating all the work performed and accomplished during that year. The Historian shall transmit a copy of such report to the New Jersey Historical Commission. The New Jersey Historical Commission may advise each County Historian and Municipal Historian of general guidelines along which their historical program may be implemented.
c. 
The Historian may research, write and cause to have published a municipal history, and may recommend appropriate historical materials for publication.
d. 
The Historian may assist a landmark commission, as well as advise the Township Council, concerning the acquisition, administration, use and disposition of any landmark, or historic site, including such places included on the New Jersey Register of Historic Places. Such advice may be furnished to the Historic Sites Section, Department of Environmental Protection and Energy.
e. 
The Historian shall assist in projects of commemoration, including the erection of monuments, historic markers and guide signs.

a. 
Creation; Members. There shall be an advisory board known as the Aberdeen Business Council consisting of nine (9) members appointed by the Township Manager for terms ending January 31 of each year. The chairperson of the Aberdeen Business Council is to be selected by a majority of the committee members thereafter. All vacancies shall be promptly filled by appointment by the Township Manager for the remainder of the unexpired term. A member of the Township Council shall serve as an ex-officio member of this Aberdeen Business Council.
b. 
Duties. The Aberdeen Business Council shall:
1. 
Inquire into, survey and publicize the extent, advantages and utility of vacant land in the Township designated by the master plan as suitable for commercial or industrial development;
2. 
Study and analyze the various business and industry located in the Township with a view to ascertaining the opportunity for expansion;
3. 
Advertise the advantages and opportunities, and the availability of real estate in the Township, and encourage and accomplish commercial development within the Township;
4. 
Serve as a liaison between the Township Council and the business community to address issues of mutual concern;
5. 
Review proposed State and Federal regulations for their potential impact upon the business community, and to advise the Township Council accordingly;
6. 
Inquire into the availability of State and Federal grants to encourage economic growth in the Township; and
7. 
To perform any other functions as specifically requested by the Township Council.

a. 
Creation; Members. There shall be a Harbor and Waterfront Advisory Board known as the Harbor Advisory Board of the Township of Aberdeen, consisting of five (5) persons appointed by the Manager. Members shall be appointed for a term of three (3) years. The members shall serve until their successors are appointed and qualified.
b. 
Powers and Duties. The Harbor Advisory Board shall have the power to advise the Manager concerning the condition of the waterways within the territorial limits of the Township, including all obstructions, permanent anchorages, conditions of pollution and the condition of all wharves, piers and docks.

a. 
Creation; Members. There shall be an Environmental and Shade Tree Advisory Board known as the Environmental and Shade Tree Advisory Board of the Township of Aberdeen. The Board shall be composed of five (5) persons and two (2) alternates, who shall be appointed by the Township Council for terms ending January 31 of each year, the Chairman of which is to be elected by a majority of the members thereof each year. The Board shall also consist of two (2) non-voting advisory positions, which shall be open to students enrolled in Matawan-Aberdeen Regional High School who shall be appointed by the Township Council to terms ending January 31 of each year.
b. 
Duties and Functions. The Environmental and Shade Tree Advisory Board's duties and functions shall be as follows:
1. 
Study, review and determine the existing quality of the air and waterways in the Township.
2. 
On behalf of the Township Council, receive and investigate allegations of air or water pollution in the Township; advise the Council of any findings and offer recommendations.
3. 
Study, review and determine the desirability of a Township reclamation-recycling program; advise the Council of its findings and recommendations; administer such a program if the Council so determines.
4. 
Provide comments to the Planning Board regarding the environmental impact of proposed projects and developments within the Township.
5. 
Study ways to improve the quality of the physical environment within the Township; advise the council of its findings and recommendations.
6. 
Perform any other studies or functions as directed by the Township Council.
7. 
The Board shall have the following additional duties and functions;
(a) 
To advise and make recommendations to the Planning Board concerning shade trees.
(b) 
To advise the Township Manager concerning:
(1) 
The regulation, planting and care of shade and ornamental trees, shrubbery now located or which may hereafter be planted in any public highway or parkway, including the planting, trimming and spraying, care and protection thereof.
(2) 
The regulation and control of the use of the ground surrounding the same so far as may be necessary for the proper growth, care and protection.
(3) 
Moving or requiring the removal of any tree or part thereof dangerous to public safety.
The Environmental and Shade Tree Advisory Board shall annually file a written report with the Township Council relating the functions and activities of the Environmental and Shade Tree Advisory Board for the previous year.

There shall be a Human Relations Advisory Board known as the Human Relations Advisory Board of the Township of Aberdeen consisting of not more than twelve (12) members appointed by the Township Council for terms ending January 31 of each year, the Chairman of which is to be elected by a majority of the members thereof each year.

a. 
Creation; Members. There shall be a Mass Transit and Parking Advisory Board known as the Mass Transit Advisory Board of the Township of Aberdeen consisting of five (5) members who shall be appointed by the Township Council for terms ending January 31 of each year, the Chairman of which is to be elected by a majority of the members thereof each year.
b. 
Duties and Functions. The Mass Transit Advisory Board's duties and functions shall be as follows:
1. 
Study, review and determine the existing transit and parking situations in the Township.
2. 
Study ways to improve the quality of transit and parking services and facilities and advise the Township Council of its findings and recommendations.
3. 
Process applications, permits and fees for Township parking facilities.
4. 
Perform any other studies or functions as directed by the Township Council.
The Mass Transit Advisory Board shall annually file a written report with the Township Council relating the functions and activities of the Mass Transit Advisory Board for the previous year.

There shall be a Senior Citizen Advisory Board known as the Senior Citizen Advisory Board of the Township of Aberdeen, consisting of seven (7) persons appointed by the Manager, with advice and consent of the Township Council, for a one (1) year term ending January 31 of each year. The Senior Citizen Advisory Board shall review and determine the services affecting senior citizens within the Township of Aberdeen and report to the Township Manager any findings and offer recommendations.

There shall be a Cable Television Advisory Committee of the Township of Aberdeen consisting of five (5) persons appointed by the Township Manager, with advice and consent of the Township Council, for a two (2) year term ending January 31st of every second year. The Cable Television Advisory Committee shall investigate the past and present cable television performance and plan for the future cable related needs of the community reporting to the Township Manager and the Township Council so that they may negotiate for the best contract of services for cable television for the Township of Aberdeen.

a. 
Creation; Members. There shall be a Water Department Advisory Board known as the Water Department Advisory Board of the Township of Aberdeen, consisting of ten (10) members who shall be appointed by the Township Manager for terms ending January 31st of each year, the Chairperson of which shall be elected by a majority of the members thereof each year. The members shall be residents in the service area of the Township Water Department. A member of the Township Council who resides in the service area shall also serve as an ex officio member of the Water Department Advisory Board.
b. 
Duties and Functions. The Water Department Advisory Board's duties and functions shall be as follows:
1. 
To study, review and determine the existing quality of service provided by the Township's Water Department.
2. 
On behalf of the Township Council, to study and analyze the long-term viability of the operations and maintenance of the water system.
3. 
To perform any other studies or functions as requested by the Township Council.
4. 
The Water Department Advisory Board shall annually file a written report with the Township Council summarizing the activities of the Board for the previous year.

There shall be a Parks and Recreation Advisory Board of the Township, consisting of fifteen (15) members appointed by the Manager. Of the initial appointees, three (3) members shall be appointed for a term of one year, three for a term of two (2) years, three for a term of three (3) years, three (3) for a term of four (4) years, and three (3) for a term of five (5) years. At the expiration of each of the current terms, the new member or members shall be appointed for a term of three (3) years. The members shall serve until their respective successors shall be appointed and qualified. The Parks and Recreation Advisory Board shall advise the Director of the Department of Parks and Recreation concerning the parks and recreation programs and areas in the Township.

a. 
The Aberdeen Green Team be and is hereby established as an advisory committee to the Aberdeen Township Council.
b. 
The general purposes for the Green Team shall include but not be limited to the following:
1. 
Manage Aberdeen's participation in the Sustainable Jersey program;
2. 
Encourage the Township staff to pursue sustainable practices where possible and implement the Township Council's environmental goals;
3. 
At the recommendation of the Township Council, work with existing groups within the Township whose actions affect environmental issues to eliminate duplication and assure that important tasks are covered;
4. 
Provide suggestions for further research and action to the Township Council;
5. 
At the direction of the Township Council, provide advice and suggestions to the Township Planning Board and/or Zoning Board of Adjustment to assure that environmental issues are considered in their deliberations and actions;
6. 
Solicit and evaluate environmental ideas and suggestions from the community;
7. 
Promote the causes of sustainability within the Township.
c. 
The Aberdeen Township Council shall appoint five Township residents to serve as the Green Team. In addition, the Township Council shall appoint two alternate members to the Green Team who shall be designated as Alternate 1 and Alternate 2. The Green Team shall elect from among its members a Chair and Vice Chair. Initially, two members shall be appointed to a three-year term ending on December 31, 2021, two members to a two-year term ending on December 31, 2020, and one member to a one-year term ending December 31, 2019. Alternate 1 and Alternate 2 shall each serve for a one-year term ending December 31, 2019. Thereafter, all member terms shall be for three years and all alternate members terms shall be for one year. Additionally, a member of the Township Council and the Township Manager shall serve as ex officio members of the Green Team. Ex officio members shall not vote. The Green Team shall select Township volunteers to work on Green Team projects. The names of the Green Team volunteers shall periodically be submitted to the Township and the Green Team Committee reports, minutes, etc., shall also be submitted to the Township Council.
d. 
The Green Team shall meet monthly. Additional meetings of the Green Team may be scheduled by the Chair at his/her discretion.
