The owning and/or operation of a kennel, within the City limits of the City of Wright City, is prohibited except in conformance with the provisions set forth in Chapter 640, Kennels.

A. 
Notwithstanding Section 205.190, the Board of Aldermen may designate an area of City property for off-leash dog use if the Board of Aldermen determines that there is a need for such an area and it will be maintained so as not to create a nuisance. The area shall be known as a "dog play area.
B. 
Use of a dog play area shall be subject to rules and regulations established by the Board of Aldermen to promote the health, safety and welfare of dog play area users and the general public.
C. 
Only dogs licensed by the City to use the dog play area shall be permitted therein.
D. 
The annual license fee for a resident to use a dog play area shall be twenty dollars ($20.00) for each dog, which shall be in addition to the annual dog license fee required by Section 205.160.
E. 
The City shall issue a separate dog tag, in addition to the tag required by Sections 205.160 through 205.180, indicating that the dog is permitted to use the dog play area.
F. 
The annual license fee for a non-resident to use the dog play area shall be fifty dollars ($50.00) for the first dog and twenty-five dollars ($25.00) for each additional dog. The provisions of Sections 205.160 through 205.180 applicable to residents shall apply to non-residents, except for the annual fee imposed on residents. The dog tag issued to the applicant and worn by the dog as required by Section 205.180 and this Section shall indicate that the dog is permitted to use the dog play area.
G. 
The Board of Aldermen may limit the number of non-resident dog licenses issued in order to promote the health, safety and welfare of dog play area users and the general public.
H. 
"Dangerous dogs" as defined within this Chapter are prohibited from use of any dog play area as designated by the Board of Aldermen in accordance with this Section.
I. 
The Board of Aldermen may enter into an agreement with a person to operate, manage or maintain a dog play area, and compensate such person in an amount not to exceed the total annual license fees paid to the City to use the dog play area.
