As used in this chapter, the following terms shall have the
meanings indicated:
HELISTOP
An area of land utilized for the landing and takeoff of helicopters
for noncommercial and emergency purposes. A helistop shall not provide
for, nor include, fueling or maintenance of helicopters. Helicopters
shall not be parked at the helistop except when loading and discharging
passengers.
Helistops shall specifically exclude, and it shall be prohibited
to conduct or allow, maintenance, fueling, storage of fuels or helicopter
parking or storage. The helicopters shall only be permitted on the
helistop for loading and discharging of passengers, not to exceed
15 minutes on the ground, except in cases of emergency. Emergency
use can be so declared by the Mayor of Oceanport, the Chief of Police
of Oceanport and the Deputy Chief of Police of Oceanport.
Should the helistop owner/operator allow more takeoffs and landings
to occur than are allowed within the temporary certificate of license,
or more than the maximum allowed (10 takeoffs and 10 landings), the
helistop owner/operator shall be responsible for a per-passenger fine
for the offending takeoff or landing of not more than $2,000 for each
passenger in the helicopter that exceeds the aforementioned takeoff
and landing numbers.
