It is hereby declared unlawful for any person, persons, corporation or corporations to paste, tack, affix, or otherwise post any handbill, placard, sign or advertisement of any kind or nature whatsoever upon any telegraph, telephone, electric light or trolley pole, or upon any other such pole in the Borough of East Pittsburgh, or upon any property of any kind or nature whatsoever belonging to said Borough of East Pittsburgh.
The provisions of this article shall be construed to exclude the posting of ordinances, legal notices and such other notices or papers as are required by law to be posted, in the absence of provision by the proper authority of a sufficient number of bulletin boards properly and conveniently located for the posting of the same.

Any person or corporation violating the provisions of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $10, and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for not more than 30 days, provided each violation of this article, and each day the same is continued, shall be deemed a separate offense.
